The new provincial guidelines call for communities to receive 60 days notice before a review is even initiated, followed by a 90-day public consultation process, and another 60 days must pass after that's finished before the board can vote on recommendations. There's also an official 30-day appeal process, during which affected community groups can appeal to the education ministry if they feel the board has not followed the guidelines correctly. "Practically speaking, I believe an accommodation review is going to have to take place over two years in order to implement for the beginning of the school year," Williams explained. Trustees wondered how the guidelines might affect the board's current plan of maintaining informal communication with education stakeholder groups in Godecich, Mitchell and St. Marys. al! three c..-ornmunities, significant accommodation changes have been proposed by the board's 10-year capital plan, and the board had pledged to remain open to alternative suggestions from the public this year, before moving to begin a formal accommodation review next fall. Both Randy Wagler of South Huron and Shelley Kaastra of Central/East Huron expressed concern that this so-called "informal" communication will not fit into the board's new accommodation review policy, once it's approved. As a result, Wagler suggested, a precedent may be set, leading to calls for extended timelines for communities affected by subsequent reviews. Speaking after the meeting, Williams agreed the board may be forced to cut short the current efforts in those communities, and wait until the policy is approved in March. With the extended timelines contained in the province's new guidelines, he added, that will likely mean pushing back the date — from the fall of 2008 — when it was initially thought the first of those changes might take place. "It may well be that we start something in September of 2007 instead of in the spring," he said.
