misled the previous Liberal govern-

the new Conservative government.
He said CAIS could be fixed but
when you have a decrepit old barn
you don't try to fix it, you tear it
down and build new and that should
happen with risk management, he
said.
Paul Mistele, vice-president of the.
Ontario Federation of Agriculture,
said he has just returned from the
Canadian Federation of Agriculture
annual meeting and "CAIS is a con-
cern right across the country." In
fact, he said, when he met one
farmer from Manitoba for whom
CATS worked well, he was sur-

Mistele said Chuck Strahl the new
Conservative minister of agriculture,
spoke to the meeting and said all the
right things but "we're still facing
the same wall of bureaucrats. We've
been finding it easier to get to meet
ministers than their staff."
Steckle, long a critic of CAIS's
inadequacies, said he has asked for a
meeting with Strahl, who he
described as a friend, to discuss the
crisis.
The government has promised
more money for the army for nation-
al security, Steckle said, and he
thinks food is also a security issue.

Jeff Lewington, Brussels, con-
it does pay out, Steckle said.
He also said CAIS ought to be a
program that, when a farmer submit-
ted the forms there was a bottom line
that let him know if he was going to
get a payment or not. "The way it is
there are too many appeals."
Mitchell said she had recommend-
ed to Leona Dombrowsky, Ontario's
minister of agriculture, food and
rural affairs, that a working commit-
tee be set up to work on changes to
