North Huron council looked at a
revised tiered response agreement
from the Huron County fire chiefs at
its Jan. 16 meeting.
It was noted that some revisions
had been made by the chiefs to the
agreement which is between the
county's emergency medical
services and the fire departments.
According to clerk-administrator
John Stewart, the biggest change
was with regards to re-imbursement
for first aid equipment and supplies
used by the fire departments. The
paragraph reads "When any fire
department responds to a tiered
response call from the Huron County
Emergency Medical services any
and all first aid equipment and
supplies used by the fire service will
be reimbursed by the Huron County
Emergency Medical Services on a
one-to-one ratio at the scene or as
soon as possible thereafter to ensure
the fire department is fully equipped
to respond to a regular emergency
call and/or other tiered response
call."
"There is no clause like this in the
agreement from the county," said
Stewart.
Councillor Jim Campbell said it
was his understanding that there had
been difficulties in the past with
Blyth Fire Department getting
replacements from the county.
Stewart explained that the
situation occurs through no one's
fault, but it has happened in the past.
"For example a department may
use a backboard at the scene and it
goes with the patient to the hospital.
That patient may then end up going
on to London or someplace and it's
sometimes hard to know the last
place that backboard stopped. Then
the department is out that piece of
equipment. It's not done on purpose,
but in an emergency situation who
that backboard belongs to is the last
thing anyone's thinking about."
_ Deputy-reeve Murray Scott said it
was his understanding that there
were still parts of the agreement and
the way it's been written that not all
the fire chiefs were satisfied with.
He said they were meeting with
David Lew, manager of land
ambulance services for Huron, on
Feb. 20 to talk about the issue again.
Also included in council's agenda
package was an addendum to the
agreement from Blyth fire chief Paul
Josling. It explained that his
department would response to
addiional emergency responses
within the fire area, beyond those
listed in the agreement.
These include: any unconscious
patient, any cardiac or respiratory
arrest, any motor vehicle accident
with injuries or entrapment, any
construction accident with injuries
or entrapment, any industrial
accident with injuries or entrapment
and any agricultural accident with
injuries or entrapment.
"In addition to the above, should
the ambulance servce be unable to
respond to other life-threatening
emergency calls within five minutes
of receipt of the call, the Blyth and
District Fire Department may be
requested to respond as first
responders to provide aid until such
time as an ambulance can arrive on
scene."
Councillors stated they were in
agreement with the addendum.
