WINGHAM Two Wingham men were
tossed into the cold flood waters of the Mait-
land River here Saturday when their canoe
overturned.
Mervin Baker, 35 and William Connell, 32,
were rescued, by the combined' efforts of an-
other pair of canoeists and provincial police.
The two set out for Baker's home, one of 21
houses evacuated before the rising water.
Connell hung on when the canoe overturned,
Baker could not reach 'the boat. He got to a
nearby maple tree where he held on to the
trunk.
The canoe dirfted to a partially submerged
home where .Connell broke a window and
climbed in.
Mrs. Ronald Tout heard Baker's calls for
help and notified police.
David Foxion, 20, and Ronald Cleghorn, put
out in their canoe and during the 35 minutes it'
took to reach Baker, his cries of "Meese help
me!" grew fainter. The two rescuers had to
contend with waves, flood current, floating
'debris and concealed underwater objects to get
to their Man.' .
Baker lost his grip on the tree just .before the
canoe got to .him, but his rescuers 'grabbed him
as he was struggling 'weakly in the water. •
Concerned that they would tip their own
canoe if they tried to pull Baker aboard, the
paddlers called to him to hold on to a gunwhale
while they directed all their energies to reach-
ing shore. They soon saw the. weakened man's
grip :was slipping so they too headed for an
abandoned home and also broke a. window and
put Baker in.
:Provincial police got a large outboard motor
boat and picked the two marooned .men up.
Both are in satisfactory condition.
'The upset occurred in Lower Town, Wing-
ham; west of Highway 4.
Rising water closed Highway 4 at the south
end of town from Saturday afternoon until Sun- .
day morning. A detour on Highway. 86 was set
hp.
The Maitland posted its highest levels here
since 1947:

Died In Walkerton
Frederick James 'Minden, form-
erly of Lucknow, passed away at
Walkerton General Hospital on
Monday, April 21st in his 87th
year.
The funeral service will be held
at MacKenzie Memorial Chapel,
Lucknow on Wednesday ,(to-day)
April 23rd at 1.30 p.m.
• Temporary entombment will be
at South Kinloss Mausoleum.

include $115,0d0 for general ad-
ministration, $145,000 for opera-
tion of the Bruce Health Unit,
$109,000 for the county library
system, $96,000 for the Bruce
County South Planning Board, and
a special grant of $25,000 towards
renovations of the county museum
at Southampton.
On the revenue side, Ontario will
provide $1,439,000, while the
remaining $1;685,000 will be raised
by municipal levies.
County clerk-treasurer Clifford
Buckingham noted that while
Bruce was successful in keeping
the budget increase to a' minimum,
levies paid by municipalitieg would
be raised about 16 per cent:
The reason, he said, is that ,an
$85,000 surplus from 1973 was
applied to the 1974 budget to help
offset greatly increased levies,
But, he added, the county finished
1974 with a balanced budget and no,
surplus was available to be applied
toward the 1975 budget.
Levies faced by selected county
municipalites are: Kincardine,
$123,000; Walkerton, $136,000;
Port Elgin, $129,000; Southamp
ton, $97,000; Ripley, $11,000;
Lucknow, $27,000; Teeswater,
$24,000; Tiverton, $16,000'.
STEWART R. MANN
Stewart Russell Mann of Luck-
now died suddenly as a result of a
car accident, on No. .4 Highway,
south of Teeswater, on Snnday,
Aprill3th. He was age 18 years,
two months and four days.
A student at Wingham District
High School, Stewart was born at
ListOwel on February 9th, 1957.
He is survived by his parents,
Eldon and Aileen Mann of Luck-
now; a sister Mrs. Terry (Linda)
Rathwell of Lucknow; brother
Donald and twin brother Stephen,
both at home; his grandfather Alex
Mann.ofPort Ryerse; one niece and
one nephew; Jackie and. Gerald
Rathwell of Lucknow.
The funeral was held from the
MacKeniie Memorial Chapel in
Lucknow on Wednesday, April 16th
at 2 p.m. conducted by Rev. Doug
Kaufman and Rev. Glenn Noble:
Burial was in Greenhill Cemetery.
Pallbearers were, six team mem-
bers of the Lucknow Jtivenile
hockey team, Kevin . Murray, Ian
