Court news Sentencing postponed on 2 guilty pleas Sentencing was postponed for two cases at Wingham’s provincial court July 17. Robin Williamson will appear Sept. 22 in Goderich after pleading guilty to two counts of assault with a weapon. Both charges date to Sept. 1 of last year. Edward Keith Clark will be sentenced Sept. 18 in Wingham after pleading guilty to criminal harassment. The charge was laid May 15. Conditional discharge Katie Curtis of Wingham, pled guilty to a lesser charge of common assault. She had been charged with assault causing bodily harm. Attorney for the Crown Tim Macdonald told Judge R.G.E. Hunter that the situation occurred in Wingham March 1, when a vehicle being used to move furniture was blocking access. Curtis, who resided in the building, got in to move the car. When the victim reached to get the keys, Curtis bit him on the arm, Police investigate theft of gasoline Macdonald said. She yelled for her brother, who was nearby, and a scuffle ensued during which the victim was kicked and punched. Duty Counsel John Schenk said the 18-year-old had come to the defence of her brother but she agreed she did assault the victim. Hunter gave her a conditional discharge and 12 months probation. She is to have no contact with the victim and is prohibited from owning weapons for five years. Her brother is set to appear on similar charges at the September court. Assault A domestic situation has put a Howick Twp. man on 12 months probation. James Becker was charged March 16 after police were called to his home. According to Macdonald, Becker, who pled guilty to the charge of assault, was newly separated from his wife. He showed up at the residence and upon hearing from his children that she was out became angry and caused damage to the house. When his wife returned, the man accompanying her got into a “conversation” with Becker which turned into a verbal confrontation. Macdonald said Becker hit the victim twice, though defence counsel Frank Cameron said the accused claimed he did not punch the man, but did admit to pushing and shoving. Cameron said the incident was a result of tensions in the relationship. He added that the 44-year-old and his wife have had some contact since and believed there “is a plan for reconciliation.” Becker was given a conditional discharge with the probation. He is prohibited from owning weapons for five years. On July 15, at 10:45 a.m. OPP were contacted over a second report of gasoline theft this week. The roads superintendent for Grey, in Huron East, reported that someone had entered the rear compound of the municipal shed and pried off the cover for a 500-gallon gasoline tank. A quantity of gasoline was siphoned out. It is believed that approximately 100 litres of fuel was stolen. County council briefs Warden decides to seek second term Huron County Warden Dave Urlin announced his intention to seek a second term at the July 3 meeting of county council. Urlin said he will run for deputy mayor of South Huron in this fall’s municipal election and if successful will seek the wardenship again. “I’m just starting to learn the ropes,” he told council. Urlin noted that other counties have started looking at a position of deputy warden so someone can share the workload with the warden and leam the job before he or she steps into the warden’s position. He thought Huron should explore that possibility. Bluewater councillor Bill Dowson said he would not “chase Dave up and down the sideroads” but indicated that if he’s re-elected as Bluewater mayor this fall, he will seek the wardenship at some time in the next three-year term. *** Huron East does not have to plow snow on a road near the Seaforth- Clinton ambulance station in order for the county to meet its targeted response times, the municipality will be told. Huron East had asked the county to help pay for plowing of a road that runs south from the station because it felt the road was necessary for the county to meet its projected response times. But David Lew, manager of land ambulance operations, said the road had never been included in calculations of response times for the station before that site was selected. *** When Huron County announced its Healthy Futures grant program to improve water quality, the amount of money allocated to improvements or replacement of septic tanks was quickly used up. Some of the projects supported, however, have still not been carried out. Work has not been completed on nine of 200 projects and that has left officials in a quandary. Since evidence of a need to repair the system was required to qualify for the grants, the fact the work hasn’t been done means there are nine deficient systems out there that might be causing pollution problems. Information on the incomplete projects will be presented to septic tank inspectors and the health unit for further action. *** Picking up the county’s share of highway improvements in some local towns will put the highways department $244,000 over budget for the year. The county had set aside $120,000 for its 10 per cent share of connecting link agreements in local municipalities but when the province came up with extra money for work in Clinton and Exeter, the county was short. The money, $364,000, will be taken from the “provision for unforeseen” fund. *** A proposal that would see library branches in Blyth and Brussels open four days a week in 2004 was part of a package set aside by the library board for later discussion. Under the same proposal larger libraries in the five towns would be open seven days a week with a 1-5 p.m. opening on Sundays. Goderich would be open 61 hours a week while Wingham and Exeter would be open 52 hours a week. Blyth, Brussels, Hensall and Zurich would be open 20 hours a week.
