North Huron Weseast Complex springs leak By Mark Nonkes Wingham Advance-Times At the Jan. 28 committee of the whole meeting North Huron Director of Recreation/Facilities Dan Cousins acknowledged problems with the building that some have described as the pride of Wingham. Cousins admitted there are leaks and heat loss on the east side of the North Huron- Wescast Community Complex. There are several problems with the roof that are causing leaks and heat loss over the pool, squash courts and fitness centre. “Something has to be done, this is a major problem,” Cousins said. On the east side of the building, huge icicles continue to form on very cold days, which Cousins said is a sure indication of heat loss in the building. “Our hydro and utility bills are out of this world,” Cousins said. In fact, one icicle is so huge (about one metre thick) that staff has continuously had to chip away at it so an emergency exit between the pool and squash courts won’t be blocked. “If that thing ever lets go someone might get killed down below,” Cousins said. Drips on the high beams above the pool are common, Cousins said. He added another leak that is in the fitness room has the potential to ruin dry wall. In an interview after the meeting, Cousins said there have been problems with the roof since the building was constructed three years ago. The roof over the arena was repaired last spring due to inefficiencies with it. In a telephone interview, Paul Jackson, the project manager when the complex was being constructed, said a study should be performed on the roof to find out what exactly is wrong. However, he added with the cold weather and heavy amount of snow, studying the problem now was not really a good idea. “It’s something to take a look at in the spring,” Jackson said from his Stratford home. Jackson assured that the building problems will be dealt with and fixed. He said he had a number of theories as to what was causing the drips and heat loss but would not go on record with the ideas. However, Jackson did say when the building was being constructed it was known the east side would collect more snow due to the weather and wind patterns in the area. He also said as far as he knew the problem only was happening during the winter, on two of the beams. North Huron Reeve Doug Layton said he was unaware of the problems at the complex until Cousins presented the information. “I was just as surprised as anyone.” Pictures, temperature and relativity readings have been sent to architect Allan Avis for his input. He will be at the complex this week to go onto the roof and look al the situation. Cousins said he was now continuing to investigate what the problems in the roof stem from. “1 don’t like what I’m finding,” Cousins said. Wheels Away confronts North Huron council again By Mark Nonkes Wingham Advance-Times Wheels Away officials told North Huron council Monday night they may have to cease operation at the end of the month if they don’t get the funds they claim are ear-marked for them. With a package that included information about the Community Re-investment Fund in North Huron, Wheels Away Chair Bev Woodley asked council to turn over the money (about $27,000 a year) which she said was specifically ear-marked for special transit. “We can’t go on any longer, our vehicle is frazzled,” Woodley told council very passionately. Woodley presented her findings for more than 50 minutes with users and supporters of Wheels Away in attendance. She said she contacted the Ministry of Finance to get information about CRF funding. She said when the Ministry of Transportation downloaded services to the province money was put in CRF for Wheels Away. She said since 1998 North Huron had been receiving about $27,000 a year and owed Wheels Away about $134,000. “Not one penny of this has been spent for this purpose,” Woodley said. Woodley explained the same problem with special transit funding has been happening in Bruce County but it was recently resolved with their special transit corporation receiving the money from the host municipality. “The money comes directly for the people you see here,” Woodley motioned to three people in wheelchairs. North Huron Reeve Doug Layton said he was not aware the money was earmarked for special transit. “This is total news to us.” “It’s a bit frustrating,” Woodley responded. “I was able to get this information in half an hour and I’m just an ordinary citizen.” Deputy Reeve Murray Scott said he needed more information on the history of the organization. Past chair of Wheels Away Vicky Piluke was called upon to explain more about the organization. She said Wheels Away started “grassroots” in Wingham for “the people who needed it”. In the beginning the Ministry of Transportation gave $27,000 to the organization. However, she said with provincial government down-loading and the funding formulas changing she could sympathize with council as to how difficult it would be to understand. Last year council donated a couple of thousand dollars to help subsidize the service. “It’s a wonderful service and I’m not putting it down,” Layton said. Clerk Administrator John Stewart said the CRF is unconditional and is to use as council sees fit. With the van in shop to get a new transmission and engine and not enough funds to buy a new vehicle Wheels Away has had to borrow another vehicle. Before leaving Woodley said she would like to be at any meeting where a decision was made. Council said they would announce their decision in the future.
