announces
goverance
transition
By September 13, 2002, all eight
hospital partners of the Huron Perth
Hospitals Partnership (HPHP)
announced that they intended to
dissolve the Partnership. It was also
acknowledged at that time that all
hospitals wished to maintain the
many achievements that had
occurred under HPHP.
The Ministry of Health and Long-
Term Care (MOHLTC) expects all
eight Huron Perth hospitals, which
form Network #10, to continue to
work together in a collaborative
fashion to plan health care services,
and to share a dministrative; and
support services, as they currently
do.
At the present time, HPHP is in
transition from one of partnership to
becoming a network of eight
hospitals. This Network will not be
involved in any aspect, of direct
patient care, as the responsibility
will rest with each individual
hospital. The Ministry expects
Networks to evolve through
voluntary co-operation.
"Given our positive experience
with decision-making at HPHP, we
have every reason to be optimistic
that this will occur," said Dr. Glenn
Bartlett, chair of the joint executive
committee for the HPHP.
"All hospitals are committed to the
continued provision of quality
patient services to the communities
they serve. It is our expectation that
patient care will be enhanced with
these changes." "Furthermore," said
Dr. Bartlett, "it is important to
recognize that the above, changes are
not being done for reason of
economy or as a cost-saving
measure."
At the Dec. 4 meeting of the
HPHP joint executive committee,
forward planning for the transition
period continued. New governance
relationships were declared by
several hospital boards. By April,
new relationships will be finalized
and chief executive officers will be
appointed. The transition period will
be completed not later than June 30.

The Wingham and District
HOspital and the Listowel Memorial
Hospital have agreed a closer
governance relatic.nship. At the
November board meetings motions
werepassed by each board to enter
into formal discussions leading to a
Governance Agreement.
It is the intent of' the hospitals
that, in forming this alliance, the
high quality of health care services
in the two communities will not
only be maintained, but will be
improved through collaboration,
joint planning and sharing of
resources. The development of
closer links with local and regional
health care providers, along with
social services agencies will also be
undertaken.
The first priority remains the
quality of patient care. Staff at the
two hospitals have a close working
relationship and there are many
shared services. Discussions of
governance issues will not impact
staff or patient services.
Hospitals across the province
were ;designated into networks by
the MOH in March 2000. The eight
hospitals in Huron and Perth
comprise network #10 and the
MOH has defined expectations for
collaboration and co-ordination of
services between sites within each
network.
As the eight hospitals in the
- Huron Perth Hospitals Partnership
evolve into different governance
partnerships, the co-ordination of
services and programs will continue
to be a goal across Network #10.
