Budget miscalculations lead to policy change By Keith Roulston Citizen publisher financial matters are being discussed and that a department's budget could not go forward for council approval until the finance department has signed off on it. In future, all Huron County departments must have their budgets approved by the , county finance department before going to council, a new policy adopted by county ' council. The change in policy results from an error in the highways department budget that proposed the 2002 construction budget of $4.7 million be met with a transfer of $3 million from the highways reserve. But at the beginning of the year there was only $1.1 million in the highways reserve. The error was picked up when the treasurer reviewed the department's financial statements for the first nine months of the year when the highways reserve was found to be in a deficit of $2.2 million. The deficit will be covered by a transfer from the county's reserve for contingencies, a general reserve fund covering all county oper- ations. Councillors went into a closed session at their Nov. 19 committee of the whole meeting. In papers presented to that meeting it was noted that the treasurer had in the past often not been included in the preparation of department budgets. It was recommended that in future the treasurer ora representative be at all committee meetings where NEW!
