"We want to make sure that the citizens of Grey, Bruce, Huron and Perth counties are getting their fair share when it comes to funding for health care services". Drowsy Drivers on Canadian Roads The 2002 Nerves of Steel Aggressive Driving Study, commissioned by TheSteelAlliance and Canada Safety Council, found that 76 per cent of Canadians say sleep-deprived drivers are a common problem on Canadian roads. One out of 10 drivers admitted to falling asleep behind the wheel in the past year; perhaps dozing off for a fraction of a second. Over half admitted to driving while drowsy. Tips to Avoid Drowsy Driving Drive only when rested. Don't take the wheel if you feel fatigued, no matter when or where you are driving. Have some sleep or exercise first, avoid or delay the trip, or let a rested. person drive. Keep your mind alert. Listen to talk shows or up-temp music. Try to have company on long trips. Change position frequently, keeping your head up and shoulders back. Chew gum. Actively watch road signs and traffic. Find a safe place to stop. On a long trip, every couple of hours or if you start to feel sleepy, putt off the road for a break, exercise and fresh air. When possible, spend the night at a motel or park in a safe place and take a nap. Don't rely on coffee! Be careful about what you eat and drink. Coffee, sugar or other stimulants may wake you up physically but they do not ensure mental alertness. Drink water, juice or soft drinks low in sugar and caffeine. Choose high-protein snacks over heavy or fatty foods such as fries. Avoid alcohol and medications (including cold remedies). If you require medication, consult with your doctor to minimize effects on driving. Drive defensively. Be prepared to prevent collisions in spite of the actions of others — including drivers around you who may be aggressive or drowsy. PAGE 18. THE CITIZEN. WEDNESDAY, JULY 10, 2002. The Grey Bruce Huron Perth District Health Council has reviewed the details of the recent provincial funding announcement for hospitals and is concerned that funding for rural health care is starting to fall behind the average levels of hospital funding across the province. According to the DHC's analysis, the large urban centres received the most new hospital funding per capita. For example, the London hospitals received over $64 million in new funding which equates to almost $160 per resident in the London- Middlesex area. The Windsor-Essex hospitals received over $20 million in new funding representing $57 per resident. By comparison, the Huron- Perth Hospitals Partnership received new funding in the amount of $24 per resident while the network of hospitals in Grey-Bruce received new hospital funding of only $18 resident. • "If this funding trend continues, it will ultimately mean cutbacks to services at our district referral centres, namely Owen Sound and Stratford", said Jim Whaley, executive director of the DHC. "While I do not begrudge the larger hospitals their new funding allocations, I am concerned that the , ability of our community hospitals to provide care closer to home is being seriously eroded". The Stratford hospital finished the 2001/02 fiscal year with an operating deficit (i.e. expenses over revenues) of $567,600 while the Grey Bruce Health Services hospital corporation (which includes the Owen Sound hospital) finished this past fiscal year with an operating deficit of $3.295,000. • In the recent provincial budget, the Government committed to a total increase in hospital funding of 7,7 per cent. In the hospital funding announcement on Friday, June 28, the hospitals in Grey Bruce Huron Perth received an increase of approximately two per cent. As part of the DHC's Strategic Plan for 2002/03, there will be a greater emphasis on rural health services advocacy. "The board and stall of the WIC held a strategic
