Visibility of staff was the reasoning
behind a proposed reconfiguration of
the office space at the North Huron
Wescast Community Complex, which
could cost $7,000.
Councillors, however, reluctant to
spend the money on something they
weren't sure was necessary, decided
to have a closer look following
Monday night's meeting.
Director of Recreation/Facilities
Dan Cousins explained the proposal
to council, which essentially would
bring some of the staff closer to the
front of the building, and would allow
for the pool supervisor to be in a more
private area closer to the pool.
The complex committee had said
when the facility opened that a higher
profile of staff was needed as people
entered the building. However, .the
suggestion that part-time staff be
hired to ensure this was something
Cousins said he could not justify. The
reconfiguration he hoped would bring
that staff presence forward.
Reeve Doug Layton, however, said
he couldn't understand what the prob-
lem was and despite the fact the
money was in the budget, felt there
were better uses for it. "You are going
to have a tough time selling me on
this," he told Cousins.
The director gave it -his best shot.
explaining that the changes would
make for more efficiency. "Right
now, it's like giving a carpenter a
small hammer when he needs a big
one to do the job."
Councillor Arnold Taylor wondered
exactly why people needed to see
staff as they came in to the complex,
questioning whether the problem
might be signage. "What are the ques-
tions being asked that you feel it's
necessary to have people at the
front?" he asked Cousins.
The director explained that the
reconfiguration would allow for staff
to be present during the day, while at
night staff would try to be more visi-
ble by making constant trips to the
front between duties.
"That sounds like a waste of time to
me," said Taylor.
Cousins got some agreement from
Councillor Jeff Howson who said he
had visited the complex frequently
with his family and at first found it
confusing. "I have noticed when peo-
ple come in the front they are lost. I'm
not saying this is the answer, but I do
think there are concerns. If this isn't
what council wants then I think we
need signage or something.
Councillor Archie MacGowan
agreed that at first there may have
been problems for visitors to the facil-
ity, which is when the committee
made its recommendation of better
staff presence. However, he believed
that that may be different now that
people are familiar with the complex.
He did feel, as did the rest of council,
that a tour would help with the deci-
sion. It was agreed that they would
tour the facility with Cousins once the
meeting was over.
In a telephone interview Tuesday
morning, Howson said that after look-
ing at the facility and how the office
structure worked, it was agreed that
changes were needed. However, not
to the extent suggested at the meeting.
"We are going to move people
around and get someone out front in
the glassed-in area at least from 8-5,"
said Howson. He anticipates that the
proposed changes would cost roughly
$1,500.

A request from Blyth Festival for a
liquor license was deferred by North
Huron cbuncil at the Monday night
meeting.
The Festival's General Manager
John Shaw had written to council
explaining that the Festival would
like to offer patrons the additional
service of a bar before performances
and during intermission. At this time
there was no intention to offer the •
service after the performances,
though Shaw noted that could
change in the future.
Shaw indicated that the Festival
would hold the permanent license
for the building, but other communi-
ty organizations which use Memorial
Hal] on a regular basis would still be
able to operate a bar with a special
events permit. However, Shaw said,

the Festival would have the right of
first refusal to operate a bar for other
outside organizations.
Shaw hoped for an answer so that
the bar could operate on a trial basis
later this summer.
Council, however, held back on a
decision. Councillor. Jeff Howson
said he didn't see a problem with the
license but had some concerns over
the wording regarding the total con-
trol of the license.
