COUNTY OF HURON
Huron County Council met today to consider a
series of recommendations arising out of the
organizational review prepared by
Mr. Hugh Thomas.
All the issues raised in the report were discussed.
Several decisions were made to improve the
operations of Huron County.
Some examples:
• role and function of CAO
• communications
• follow-up on Council decision
• information in Council reports
• use of Cable TV and websites
• staff hiring approach
• County/local relations
• Committee structure
A final report will now be prepared by Mr. Thomas
for presentation and approval by County Council.

Clinton man jailed for drunk driving offense
A Clinton man was sentenced to 60
days in jail after pleading guilty to
driving with over 80 mg of alcohol in
100 ml of blood in Wingham's
provincial court May 16.
According to Crown Attorney Bob
Morris, Wingham police officers,
while on patrol at 2:12 a.m. March'12,
saw David B. Kuehl sitting in a
parked vehicle. Speaking with him,
an officer determined that Kuehl had
had too much to drink and told him
not to drive.
Later, police saw the same truck
being driven by the accused. Failing
the roadside test, Kuehl was taken to
the detachment for breathalizer
readings. which were 200 and 180 mg
of alcohol in 100 ml of blood.
The 46-year-old has two prior
convictions for driving while drunk
from June 1998 and October, 1991.
In addition to the jail term, Kuehl's
licence has been suspended for three
years.
Failing to stop
Joseph D. Dillon, RR2, Wroxeter
was sentenced to 60 days for failing
to stop for a police officer.
Morris told Judge R.G.E. Hunter

owner in Brussels have already
undertaken to introduce her to the
Huron East business community.
Mayor Lin Steffler noted during
her remarks that Huron East had
taken the lead in this area being the-
first municipality in Huron County
to hire a full-time individual to
promote economic, development.
She commented, "The general
public knows we are different now
(the new municipality) and need to
do things differently."
Councillor Dick Burgess echoed
the sentiment saying, "This has been
a bold and courageous step for
operating radar in Morris-Turnberry
on County Rd. 16 at 4:45 p.m., March
28 clocked an approaching vehicle at
168 km an hour. Before the car
reached the cruiser the officer had
activitated the lights. However,
Morris said, the car sped past and a
pursuit began.
Once in Brussels where the speed
limit is 50 km an hour, the car was
travelling in excess of 100, said
Morris.
The pursuit continued through an
intersection and back out onto the
highway, where speeds ranged from
160- f80 km an hour.
When progress was impeded by
other vehicles, the driver pulled over
and two males ran from the car. The
officer recognized Dillon as the
driver.
The total distance of the chase was
5.3 km.
"Can you give me one good reason
. why you shouldn't go to jail?" Hunter
asked.
Dillon, who pled guilty to the
charge, said that he wasn't "a bad
person", but was afraid to stop.
Hunter admonished Dillon stating
that had there been an accident and
someone -had been killed he would be
going to penitentiary.
Dillon noted that as soon as there
were other cars in front of him he had
pulled over.
Hunter was not impressed,
however, and imposed the jail term
which is to be served on weekends.
Dillon is also prohibited from driving
for two years.
Driving drunk
An RR2, Pamerston man pled
guilty to a charge of over 80.
Morris said an officer patrolling in
Gorrie on April 6 at 1:57 a.m. saw a
bottle of beer being thrown from the
passenger window of a van. When the
vehicle pulled into a driveway the
officer approached the driver, Bryan
L. Jones, who showed signs of
impairment and admitted to having
consumed alcohol.
Readings were 120 mg of alcohol
in 100 ml of blood.
Hunter fined him $850. He was
given 90 days to pay. His licence was
suspended for one year.
Warrant
A warrant was issued for Lisa Beitz
of Allenford who was given one last
chance by Hunter at the April court to
begin paying off restitution and fines.
He placed her on probation for three
years during which she must pay a
minimum of $200 a month.
If a payment had been made by the
May court, Beitz would not have to
make an appearance.
However, neither the money nor
Beitz arrived.
Assault
A Wingham woman pled guilty to
assault.
Patricia Casserly was charged Dec.
25 in North Huron. According to
Morris she had fought with her. ex-
husband and at one point punched
him in the nose.
Schenk said that Casserly had been
distraught at the time and within a
few minutes after the incident had
called to apologize.
She was .given a conditional
discharge and placed on probation for
12 months.
Pre-sentence report
Robert Frank of the Canadian
Forces Base in Winnipeg pled guilty
to forgery. A pre-sentence report is
being prepared tor • the July 15
Goderich court.
Marijuana possession
Jason A. Stryker of Blyth was
granted a conditional discharge and
placed on 12 months probation for
having marijuana in his possession.
Morris said that Stryker was
charged during the extcution of a
search warrant on a residence in
Blyth, March 30.
Peace bond
Lefterios Valtoudis entered into a
12 month peace bond. He is to have
no contact with the victim during this
time.
Steffler congratulated
Continued council to put in place." He added
that he wished to congratulate the
mayor in particular, for being the
driving force behind the project.
Lafontaine also alluded to the fact
- that the council was breaking ground
saying, "It takes a lot of guts to do
what they did. Other municipalities
will be watching how this works."
Lafontaine acknowledged that
support and understanding of the
new project is not universal on
council or within the community.
She said that -one of the things she
hopes to be able to do is, "to educate
them about what economic
development is all about."
She went on to caution that
changes aren't going to be seen
immediately. "In three to five years I
want to see more residents, more
light industry and hopefully more
agricultural businesses in the rural
areas."
Lafontaine was optimistic about
the possibilities presented by the
council's new emphasis on
economic development. She said,
`This is an opportunity for all of us
to work together and I think this will
be beneficial to the whole of Huron
East."
