ANY PERSON may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed by-law. ADDITIONAL INFORMATION and copies of the proposed by-law are available during regular office hours at the Municipal Office. , • DATED AT THE TOWNSHIP OF John Stewart NORTH HURON Clerk THIS 20TH DAY OF MARCH, 2002 (519) 357-3550 PURPOSE AND EFFECT: Township Council is considering a revised Manure Management By-law for the Township of North Htiron. The by-law was prepared by the Huron County Nutrient Management Working G.roup as a model by-law by loCal municipalities. The purpose of this public meeting is for Council to receive public comments on the draft by-law. A summary of the main requirements of the By-law is as follows: - A nutrient management plan (NMP) is required for new or expanding livestock operations containing 100 or more livestock units. - Applies to dry manure operations as well as liquid manure operations. - Renewal of NMP every 3 years. - A consultant in agriculture retained by the municipality to review applicant's NMP. - Manure tanks designed to be leak-proof and may be reviewed by the municipality's engineer. - Land base of tillable acres determined by NMP, located within 15 km of the barn, and a minimum 25% owned, remainder by manure agreement. -Where no NMP is required, the land base shall not be smaller than an area equal to 1.5 livestock units per tillable acre. - An agreement signed by the applicant to ensure the implementation of the NMP. - Decommission all abandoned wells on land subject to the NMP. - Manure storages a minimum of 1 m above the water table. - Perimeter drain and monitoring well around liquid manure storage facilities. - Disconnect and re-route field tiles within 15 m of liquid manure storage facilities. - 365 day storage capacity for liquid manure; 240 storage capacity for dry manure., - Dry manure storages require covers or runoff containment facilities. - Field lots of livestock where no buildings or structures are to be erected require an NMP if there are 50 or more livestock units and more than 2.5 livestock units per acre of pasture. - Soil sampling of at least 2 probes per acre; default numbers not to be used. - Manure application rates. - No manure application on frozen or saturated ground except for unique circumstances identified in NMP. - In the event of unforeseen circumstances, an addendum to NMP filed with the municipality. - Manure spreading setbacks from wells and watercourses and measures to protect groundwater and surface water prescribed by NMP. - Pre-tillage and incorporation of manure when cropping practices allow. - Record keeping of manure applications and monitoring. - Calibration and monitoring of applic-ation rates. - High-trajectory manure irrigation equipment not to be used. Use all appropriate best management practices. - Review groundwater vulnerability and measures to protect groundwater. In particularly vulnerable areas, a groundwater consultant is required. Brussels PeeWee Locals have busy _March break Brussels Local Lc/ague PeeWees were busy over the March break playing four games. March 13 saw them in Tavistock for a tournament playing three games in one day. The team went to the B-side final where they were defeated in a shoot- out after a dramatic goal with six seconds left and their goalie out for an extra attacker. - In the first game against Tillsonhurg the local boys carried a a The skating season has once again come to an end for all the skaters of the Blyth Skating Club. With hard work and determination and coaching from Michelle Blake, Jamie Lewis and Laura Meier, the following skaters have passed their How far can you throw a dart? If you are Sara Little of Brussels you can make it go all the way to Edmonton, Alberta. She is the senior division, All Ontario Youth Champion in the Legion's annual darts competition. Now her skill will take her to the national tournament in Edmonton, on the May 24 weekend. Little won the provincial finals 4-1 lead into the third period only to suffer a heart-breaking loss when the opponents scored three in the late stages and went on to ice the game in overtime with a late goal. Adam McClure and Steven Ropp e(ach scored one in both the first and second periods with Ropp providing the only helper. McClure returned the compliment in the second with Mitch Blake and Shayne Cochrane also providing a helping-hand. levels with the following results. Their next game was a 9-1 victory over St. Marys with McClure scoring a natural hattrick with the last goal of the first, the teams only goal of the the second and the first goal of the third period. James Cochrane and Brad McKague also potted first-period scores with McKague, Ropp and Blake providing the necessary assistance. Chase Chapman and Ropp assisted McClure in the second. Double Ds beat Zurich The ABC Double D gals hockey team hosted the Zurich Beans Feb. 24 and busted to a 5-1 victory. Goalscorers were Joan Bridge, Anne Elliott, Terri Patterson, Michelle McNichol and Kathy Sebastian. Zurich hosted the Gals March 17 and the Double Ds took a 9-2 victory. Scoring were Lila Procter (two), Terri MacCuspey (two), Michelle Blake, Patterson, Joan Bridge, Kara Pepper, and Elliott. The Double Ds are playing a game against the 1972 All Ontario PeeWee Champions on Saturday. March 23 at 5 p.m. The floodgates opened in the third with McClure netting two and Ropp, McKague and James Chapman getting one each. Jordan Campbell, Andrew McDonald McKague, Ropp and McClure each got an assist in the third and Chapman picked up two. The final game on the B-side saw the evenly-matched New Hamburg and Brussels teams unable to gain a decisive advantage during regular play. McClure sent the game into a shoot-out scoring Brussels' lone goal with six seconds left in the game. Chapman and Ropp provided the timely assistance. Unfortunately, the shoot-out didn't go Brussels' way. March 16 had the team travelling to Mt. Forest to play the WOAA. Northern Champions in the first game of the best of three play-off for the WOAA. Southern Champion Brussels put the game away with a goal by Blake in the first and two more by McClure and one by McKague in the second period. They added scores by Ropp and McKague and the third to 'skate to a 6-3 victory. Chapman provided the assistance in the first and Campbell and McClure did the same in the second. S. Cochrane and Campbell were responsible for the third period helpers. The boys will be playing host for the second game of the series on Thursday, March 21, at 7:30 p.m. On target Sara Little of Brussels won the All-Ontario Championship in the senior youth division of the Legion darts competition in St. Catharines.
