Council revisits severance application
Despite some earlier reservations,
North Huron council at its Dec. 3
meetings had no objection to a sev-
erance being initiated for a 52-acre
parcel at Parts Lot 28-29, Conc. 14
in East Wawanosh.
At the last November meeting
councillors expressed concerns
about the amount of workable
acreage versus the number of live-
stock to be housed in an existing
barn. Chief Building Official Byron
Ellis had stated that ensuring the
number of animal units did not
exceed the limit would be difficult to
enforce.
However, at the December meet-
ing, after presentations from the
landowner and the potential buyers
of the severed property, it was felt
that if additional land could be
obtained for the spreading of manure
and capacity is limited through a re-
zoning, these concerns would be
lessened.
The plan is for a hobby farm of no
more than 40 animal units. The barn
could potentially house 64, however
a lean-to could be used instead for
manure storage.

In his report Reeve Doug Layton
spoke of how quickly the first 12
months of their term had passed and
gave credit to the department heads
for any success. "Thanks to them it
has been a good 12 months and I
look forward to the next 12. Our staff
has made it easy for us."

Council passed a motion to accept
the 2002 Community Reinvestment
Fund Allocation for the province in
the amount of $857,000 to be used to
help reduce taxation in the three
wards.

Ralph Campbell, drainage superin-
tendent, presented his activity report
to council. The total cost of complet-
ed drains is $18,702.90. He spent
142 hours, as superintendent with
drainage labour at 96 hours.

Clerk-Treasurer John Stewart said
that two charges have been laid by
the police in relation to the most
recent pitbull attack, under the Dog
Owner's Liability Act.
The municipality has also laid a
charge under the dog bylaw, and
Stewart said it was his understanding
that civil charges were to be laid as
well.

asset transfer waiver for the arena ,
and ball diamond.

attend the Municipal Health and
Safety Symposium, Jan. 23-24 in
Toronto at a cost of $315.65 for reg-

Huron East council briefs
Council supports health care resolution
The regular Huron East council
meeting held Dec. 4, had a mixed
bag of items on the agenda. Several
of those were action items derived
from the correspondence received.
A letter from the council of
Havelock-Belmont-Methuen asked
that their resolution concerning
health care receive the support of
Huron East. The resolution stated the
opinion that the current realignment
of health services had not resulted in
a better system and asked that
Ontario return to its former system
prior to downloading. After a short
discussion council agreed to provide
its support.
Council received a release from
the Ontario Coalition for Better
Child Care concerning a policy
paper describing three options for
the province's child care system. All
options would see $200 million cut
from the provincial child care budg-
et.
Mayor Lin Stefflecsaid, of the let-
ter, "If what I am reading is correct it
behooves all of us to call our MPP
because this is a disgrace." Several
members of council agreed but said
that they would like to have confir-
mation of the statements in the
release.
Council eventually directed that a
letter be sent to the local MPP stating
their concern if this was to happen
and asking to have a chance for input
on any decision.
This discussion led Deputy-Mayor
Bernie MacLellan to question Clerk-
Administrator Jack McLachlan
about the difference in daycare costs
between Wingham and Vanastra. He
asked, "Are we charging enough or,
ate we subsidizing them
(Vanastra)?"
McLachlan replied, "We are
charging the daycare centre what we
feel is a fair market value. We feel
that they are being charged for their
share of the Vanastra Recreation
Centre." He went on to suggest that
differences in real estate values and
the fact that Vanastra is a multi-use
facility might account for the higher
costs in Wingham.
Although no action was needed,
Huron OPP were contacted on
Dec. 3 at 11:15 a.m. over a vehicle
being stolen from the family drive-
way in Brussels on Turnberry Street.
The keys were left inside an
unlocked red Mercury Topaz.
The vehicle was later recovered in
Wellington County, undamaged, but
council noted a letter had been sent
to the Ministry of Health concerning
Huron East's Underserviced Area
Program application. This was pre-
pared on behalf of the municipality
by the Seaforth Community
Hospital.

approved after discussion.
