In memoriam
CALDWELL. In loving memory of
a dear father, grandfather and great-
grandfather Ralph Caldwell, who
passed away two years ago June
30, 1999.
We are thinking of you today, itad.
But that is nothing new,
We thought of you yesterday.
And the day before that too.
We will think of you tomorr)w,
And each day as we come and go,
We will think of you forever,
We love and miss you so.
The heart is like a treasure chest
That's filled with souvenirs,
It's where we keep our memories,
We've gathered through the years.
When the family ties are broken,
And our loved one has to part,
It leaves a wound that never heals
Deep within our hearts.
What we would give if we could
say,
"Hi Dad!" in the same old way,
To hear your voice, to see your
smile,
To sit and talk-with you awhile,
So if you have a father,
Cherish him with care,
For you never know the heartache,
'Til you see his vacant chair.
— Love, your family. 26-lp
CALDWELL. In loving memory of
my 'dear husband, Ralph who
passed away June 30, 1999.
You were someone I could talk to,
That no one can replace.
You were someone I could laugh
with,
And my worries all erase.
You were someone I could turn to,
When I needed a tender hand.
You were always these to listen,
And would always understand.
It seemed that we grew closer,
As each year came to an end,
You were my dear life's partner.
And most of all my friend.
— Lovingly remembered and sadly
missed by Gladys. 26-1p

Blanchette
says
kids' needs
must be met
Continued from page 13
has been frozen is a factor,"
Blanchette said. "But there are also
factors inside the board. We have to
meet the needs of the kids. We all
_want to do that. But it's a matter of
how do you do it?"
Thuss suggested such measures as
using existing staff instead of bring-
ing-in new staff for each new student
entering the board at the kinder-
garten level, for each newly-identi-
fied student, or for each newly-aris-
ing situation with established stu-
dents.
One complicating factor, however,
is the transfer into the Huron-Perth
board of special-needs students, par-
ticularly from the Greater Toronto
Area. According. to superintendent
of education Ray Contois, the
province's Children's Aid Societies
have established a so-called "Clean
Air" policy, whereby children can be
moved away from trouble spots into
potentially more supportive or less
problematic parts of the province.
"Part of it, too, is that our special
education programs have very good
reputations, so (Children's Aid
Societies) tend to send these chil-
dren here," Contois explained.
Blanchette was careful to state
that the blame for special -education
budget shortfalls doesn't rest entire-
ly on out-of-board students. But he
said it's another factor in.the board's
growing special education program,
which is getting more difficult to
maintain as the government contin-
ues to freeze the ISA process.
