According. to superintendent of education Ray Contois, the province's Children's Aid Societies have established a so-called "Clean Air" policy, whereby children can be moved away from trouble spots into potentially more supportive or less problematic parts of the province. "Part of it, too, is that our special education programs have very good reputations, so (Children's Aid Societies) tend to send these chil- dren here," Contois explained. Blanchette was careful to state that the blame for special -education budget shortfalls doesn't rest entire- ly on out-of-board students. But he said it's another factor in.the board's growing special education program, which is getting more difficult to maintain as the government contin- ues to freeze the ISA process.
