Henry Rouw of Ontario Clean
Water Agency attended the Dec. 7
meeting of Blyth council to discuss
a sewer problem at the south end of
the village.
When sewer lines were installed
in the village in the early 1980s, C.
Bainton, H. Grubb, L. Radford and
M. Radford had requested existing
tile be used rather than dig up their
yards for a new line.
Frontage fees for a new line were
paid.
Problems arose this year with
tree roots in the tile causing back-
ups at C. Bainton's property.
Rouw said he had received an
estimate of $7,000 to install a new
sewer line. The property owners
would be responsible for connect-
ing to the main line.
Council asked Rouw to obtain
more information on the situation
and a second quote.
Councillor Doug Scrimgcour had
declared a conflict on the matter.

Animal Control Officer Bob
Trick gave council his annual
report. He recommended council
consider including a bylaw to deal
with vicious dogs and to look at
increasing kennel fees.

Councillors Murray Nesbitt and
Jeff Howson were appointed as
voting members on a restructuring
committee. Scrimgcour will he the
alternate.

A payment of $81,554.23 was
made to Lavis Contracting for King
Street construction and watermain
work.

Council endorsed a letter from
the Wingham Police- Board of
Commissioners asking the county
to include in the OPP agreement a
Payment of $53.50 was made for
the road supervisor's certificate.

After a recommendation from
Scrimgeour that the village should
implement a tree planting program,
council agreed to place an order for
50 maple trees with the Ministry of
Natural Resources for planting next
spring.

Council authorized the Ontario
Lottery Corporation Advance
Funding, in the amount of $32,660,
to be forwarded to the Blyth Lions
Club. This decision was made
because they had lost a consider-
able amount due to the changes
governing Monte Carlo nights and
they were the only local club to
apply for the funds.

Authorization was given for the
establishment of a community safe-
ty zone in the village and council
seek recommendations on the loca-
tion from the Community Policing
group.
