Cty. opens landfill talks Huron County council voted, Thursday, to open negotiations with Morris Twp. and the Town of Exeter, but not before several coun- cillors loudly expressed their reser- vations against moving ahead with the process at this time. In the end, councillors followed the advice of consulting engineer Steve Janes of CG&S Janes Asso- ciates who urged them to move ahead with technical work on the two sites as part of the county's Waste Management Masterplan. Janes said the proposal for the Mor- ris and Exeter sites to become the designated landfillis for the north and south of the county as other municipal sites were closed is the best solution the county has going for it. The negotiations need not be for ownership of the sites at this time, Janes said, but to allow the research to go ahead to get approval for the sites to take garbage from neighbouring munici- palities. The Ministry of Environment (MOE) had just issued new regula- tions which would make it much harder to open new landfills or expand existing ones, he said. MOE policy seems to be pushing centralized, larger sites. Ron Murray, reeve of McKillop Twp. wondered if this wouldn't indicate using a large commercial landfill site such as the Greenlane facility in Elgin County. Janes warned that prices of using com- mercial landfills are likely to increase. An American-owned company has been buying up the major landfills in Ontario and is in a near-monopoly situation, he said. The price small municipalities will have to compete with is likely to rise. "If you depend on export (of garbage) you have no control over availability or price," he warned. Brian McBurney, reeve of Turn- berry Twp. which has been export- ing its waste to Greenlane, said there were more alternatives than Janes said. At the last council meet- ing two other companies had sought the township's garbage, he said. But Janes worried the MOE has laid charges against Greenlane that could threaten its future. Several councillors objected about what they considered undue haste in the process.
