The Citizen, 1997-09-17, Page 15THE CITIZEN, WEDNESDAY, SEPTEMBER 17,1997. PAGE 15. Brussels council briefs Bluewater rep. discusses recycling with council A representative of Bluewater Recycling attended the Sept. 8 meeting of Brussels council to make a presentation. Wendy Yamamoto-Chapman offered information on services available and their costs. Presently Don Carter picks up the village recyclables which he then takes to Bluewater. He is paid a set fee by the municipalities and Bluewater then pays Brussels for the recyclables brought in. Presently the total garbage cost, including landfill disposal and recycling is $82 per household. Co collection from Bluewater (garbage and recyclable) would be $72.28, which does not include the landfill disposal site fee. Council agreed that at this time it would not be financially feasible to make a change. Rabies clinics, Sept. 24, 27 The Communicable Disease Team of the Huron County Health Unit, in co-operation with the veterinarians in Huron County, are hosting low cost Anti-Rabies Vaccination Clinics on Sept. 24 and 27. Check for the advertisement in the local newspaper for the time that the low cost anti-rabies vaccination clinics will be held in your area. The low cost clinics will be held over the two days for convenience to ensure owners get their pet vaccinated. These clinics are for rabies vaccination only. As of Jan. 1, policing becomes a municipal responsibility. While municipalities do have a number of options for providing services, Clerk-Treasurer Donna White told council that the 1996 preliminary cost is $82,635.56. The figure was arrived at by using a formula which takes the total cost of policing divided by the number of officers per department to obtain a "per officer" cost. White said that Detachment Commander Brian Baldwin estimates that the 1997 costs could be lower because of staff reductions. "But this figure represents a $171 increase per household, yet the province says taxes won't increase." physicians) for persons who have had direct contact with an animal that develops rabies. One way to avoid having to take the series of rabies vaccination shots is not to handle any animals suspected of having rabies, and make sure that all cats (including those in the bam) and dogs are vaccinated annually against rabies. The anti-rabies shots for cats and dogs in Huron County is mandatory under the Ontario Health Protection and Promotion Act. When a dog or cat is involved in a biting incident, the animal must be quarantined for 10 days to determine if it develops symptoms of rabies and dies. If the dog or cat's anti-rabies vaccination is current, the odds are it will be healthy at the end of 10 days. Proof of vaccination must be shown to the public health inspector who is investigating the biting incident and has quarantined the dog or cat. Failure to provide proof may result in a charge being laid and a fine of up to $5,000 for the pet owner. Vaccinating a dog and/or cat against rabies costs much less than requiring rabies vaccine for a loved one. Take advantage of the anti rabies clinic. $152.50; 95 to 109 lbs., $95 to $125. White suggested that Councillor Ralph Watson and Greg Wilson, the representatives on the North Huron restructuring committee, discuss policing costs and services at their next meeting to see if there would be any savings if amalgamated.♦♦♦ Reeve Gord Workman expressed concern over the large farming operations being built and the environmental impacts due to large amounts of animal waste. "Somebody has to start listening. It's getting closer and closer to Brussels. Are we going to sit and wait until we have to start buying water?" Councillor Joe Seili agreed, but establishing bylaws now that the "big guys" are already set is only going to squeeze out the small producers because they won’t be able to expand.
