A decision to use funds from its sewer reserve to /finance the remaining debt on the village sewage system will pay big divi- dends to the village over the next 26 years, Clerk-Treasurer Donna White explained to village council at its May 6 meeting. Council had decided earlier to refinance the $205,683 left on its debt to the Ontario Clean Water Agency (OCWA) for the construc- tion of the Brussels sewage system. Inviting homeowners to pay off their frontage charges in a lump sum rather than a monthly charge for another 26 years brought in $92,000. That left $114,000 to be financed. Council explored bank financing and considered trying to renegotiate the rate of interest paid to OCWA, but finally decided to use money put away in the reserve for future repairs to the system. Since the people who didn't pay off their frontage charges will con- tinue to pay nearly $15,000 per year until the year 2021, the village will take in $389,442 to repay the $114,000 debt meaning a gain of $275,000 over the term of the con- tract. Councillor Ralph Watson noted there will be a seven-year pay-back on the loan from the sewer reserve. "Now you would be in a position to take over ownership of the (sewage) plant if you wanted to," said White. She noted that with provincial government cutbacks and restructuring the future of OCWA is uncertain. Paying off the debt will give Brussels greater security.
