Municipal drains big issue at Morris council
Municipal drains were an impor-
tant topic for Morris councillors
during the month of February as
two Courts of Revision were held
as well as continuing discussions
on problems with Bluevale Drain.
After drilling more test holes at
the Bluevale Drain, Road Superin-
tendent Lloyd Michie reported to
council, at the Feb. 20 meeting, that
the road ditch appeared clean at all
locations.
It was suggested by council that
dye be put into the drain to test
flow.
With neither written nor verbal
appeals presented to the Courts of
Revision for Monoway Drain or
Bowes Drain, bylaws pertaining to
the drains were passed.
Andy McBride of Maitland Engi-
neering Services advised that ten-
der would be prepared for the
second April meeting, for Mono-
way Drain, and in May for Bowes
Drain.
Dale Sparks, RR2, Wingham,
was engaged as animal control offi-
cer, at the Feb. 8 meeting.
Blyth Festival will receive a
grant of $50.
The 1996 budget for the Belgrave
Community Centre Board was
approved in the amount of $56,000,
subject to a condition. The former
Ilelgrave Hotel property is to be
included as part of the recreation
facility.
The fee for zoning and tax cer-
tificates was increased to $25.
The road and general account, in
the amounts of $27,340.10 and
$35,190.57, were approved for pay-
ment.
Business continued at the Feb. 20
meeting with a report from Russ
Taylor of Reid and Associates
regarding the municipalities finan-
cial status. The township had a sur-
plus of $3,373 from 1995.
The township will investigate the
amendment for tax arrears agree-
ment with the county. The amend-
ment Mates to only forward tax
arrears to the county for tax sale
procedure after three years in
arrears, prior to tax registration.
Morris council entered into an
agreement with Wingham for pro-
viding recreation.
The township will replace 265
trees lost at Lot 11, Conc. 5, due to
roadside grass cutting. Three
quotes will be received and
reviewed at the March meeting.
Seedlings for the landfill site
were ordered in 1995 from Mait-
land Valley Conservation Authori-
ty-
A grant from the Ministry of the
Environment for scales at the land-
fill site will not be accepted by the
township.
The 1996 budgets for the Brus-
sels, Morris & Grey Community
Centre and Blyth Community Cen-
tre were approved in the amounts
of $253,929 and $191,900, respec-
tively.
Road Superintendent Michie,
John Smith and Paul Harris will
attend a first aid and CPR course.
Council agreed to have 1,200 to
1,400 recycling pamphlets printed
at Wingham Printing, depending on
the price.
