THE CITIZEN, WEDNESDAY, MARCH 6, 1996 Municipal drains big issue at Morris council Municipal drains were an impor- tant topic for Morris councillors during the month of February as two Courts of Revision were held as well as continuing discussions on problems with Bluevale Drain. After drilling more test holes at the Bluevale Drain, Road Superin- tendent Lloyd Michie reported to council, at the Feb. 20 meeting, that the road ditch appeared clean at all locations. It was suggested by council that dye be put into the drain to test flow. With neither written nor verbal appeals presented to the Courts of Revision for Monoway Drain or Bowes Drain, bylaws pertaining to the drains were passed. Andy McBride of Maitland Engi- neering Services advised that ten- der would be prepared for the second April meeting, for Mono- way Drain, and in May for Bowes Drain. Dale Sparks, RR2, Wingham, was engaged as animal control offi- cer, at the Feb. 8 meeting. Blyth Festival will receive a grant of $50.
