Council
amends
dog bylaw
Dog owners will be required to
clean up after their animals under a
"poop and scoop" amendment to
the Brussels village dog bylaw to
be considered at the January meet-
Mg of village council.
The poSsibility of such an
amendment was raised by Animal
Control Officer Bob Trick during
his annual report to council at its
Dec. 4 meeting. Other municipali-
ties have instituted such a bylaw to
force dog owners to clean up the
mess created by their animals, he
said.
"We might as well go all the way
and put it (the amendment) in,"
Reeve Gordon Workman said.
Another amendment to be con-
sidered will give Trick the right to
seek OPP assistance to enforce pro-
visions of the bylaw if necessary.
During one altercation this past
year Trick found the police reluc-
tant to support him, fearing they
were trespassing on private proper-
ty. The amendment will remedy the
situation.
Council will look at an account-
ing of the revenues from dog
licences versus the animal control
costs before setting licence fees for
the new year. "As long as we're
collecting enough from the dog
owners to pay the costs we don't
want to penalize them," said Coun-
cillor Greg Wilson.
Last year, said Donna White,
clerk-treasurer, the licence revenue
was within a few dollars of paying
the costs. Trick said that since
some dogs found at large are from
the surrounding countryside it isn't
unreasonable to ask other taxpayers
to pick up some of the animal con-
trol costs.
Trick reported that he issued 11
warnings last year and picked up 12
dogs. Only one dog was destroyed
after being unclaimed.
