By Bonnie Gropp A delegation from Trinity Angli­ can Church, Blyth, comprised of Warden Ed Watson, John Nesbitt, as well as Bob Slater and Pastor Paul Acton, approached village council at the Aug. 31 meeting, to discuss the payment of taxes. Church Warden John Nesbitt explained that notification had been received in the spring that the manse had been assessed and taxes in the amount of $3,600 must be paid for 1992, 1993 an 1994. Prior to this the manse had been exempt because it was used as a parish hall. There is no basement, nor wash­ rooms in the Anglican Church. Mr. Nesbitt said that in recent years a portion of the manse had been rented out to theatre people, during which times the village had been notified. "I am not sure of the reasoning now to tax us, especially for the three years. It comes as a bit of a blow." Reeve Dave Lee said that unfor­ tunately now that an assessment had been done, the county and the school board "will want their share." Mr. Nesbitt said that when he questioned the county he was told the .only part of the manse that would be exempt was the area used for church worship. Pastor Acton said, "Obviously they are going by the letter of the law and that is how it should be, but looking at a small parish of 40 families, a parish that dates back 160 years, $3,600 to pay at once is just not possible." "We are not arguing that we ought not to be paying taxes, but would like to reach an agreement. We need an understanding of the situation and some advice as to the next step." The delegation was concerned that as the taxes were for three years the county might take the manse and sell it. "When we only received notification on Aug. 18 how can they go back three years," asked Mr. Watson. Clerk-Treasurer Helen Grubb assured them that the payment would not be retroactive, but would be taken from the assessment. "We need some positive clarifi­ cation that if it takes another three years to pay this, that will be fine," said Pastor Acton. Councillor Mason Bailey sug­ gested a written formal request for "whatever you think is a fair pro­ posal" be presented to council. "I agree with you that somebody must have been asleep at the switch for you to never have received a bill and now must pay for three years." Council decided to meet briefly in private after which they informed the delegation that the municipal share of the taxes would be written off for 1992 and 1993. Reeve Lee then advised that a let­ ter, which would be supported by council, be written to the county and school board petitioning them to do the same. Taxes on the manse during those years would not have been factored into the budgets, Reeve Lee noted. He added that as the manse is used essentially as the church base­ ment they might want to try appeal­ ing the assessment, asking that only the square footage of the rental por­ tion be assessed. Prior to leaving, the delegation expressed appreciation to council. "Personally, I think this is quite fair and generous," said Pastor Acton.
