Rick Steele with the Maitland Valley Conservation Authority, says, "The MVCA ran the comput­ er model created by the engineers to check if the size of the bridge would handle projected flows and to see if the flow would be directed to it properly." "MVCA determined that there would not be an increase in the flood level due to the road project. Any flooding which does occur will be no worse than that experi­ enced before," says Mr. Steele. "When the bridge was built, it was designed to have the road high­ er. It can handle more water than it has in the past." Mr. Steele says, "The MVCA observations of the engineer's model shows that their conclusions were right. We checked it for sensi­ tivity and with a variety of flood levels." Mr. Clark says, "The model used by the firm is the standard designed <by the U.S. Corps of Engineers and is the model required by the (Ontario) Ministries." "Sample (figures) were taken from the site as well as elevation numbers from Ontario base maps and applied to the model." "We looked at existing condi­ tions and proposed flows," says Mr. Clarke. "The road will have little influence on flooding when the project is completed." Mr. Clarke says, "It is not a good standard for the township to allow a concession road to flood two or three times a year. They did a rea­ sonable investigation of the prob­ lem and addressed the concerns." Mr. Elston says, "I requested a letter from the township, before construction began, which would outline responsibility for any dam­ ages that might occur on my prop­ erty as a result of the project and greater floods." Council advised Mr. Elston that the township solicitor would have to be consulted regarding the mat­ ter. "I have received no further infor­ mation on the matter now that con­ struction has begun. I just wanted some assurances that the engineer's model was right and the project would not affect my land," Mr. Elston says.
