Teachers get no salary hike l Kapriska Menzi Kapriska Menzi, 19, daughter of John and Heidi Menzi of RR3 Monkton has earned an Ontario Scholarship in her final year at Lis- towel District Secondary School. Kapriska achieved an 84.2 per­ cent average and will be attending Waterloo University in the Applied Studies honours Co-op program. Shane Pegg Shane Pegg, son of Mr. and Mrs. Robert Pegg of RR2 Bluevale, earned an Ontario Scholarship at F.E. Madill Secondary School in Wingham. Kevin was Associate Valedictorian and Kathi got her credits in four years. She will be attending Wilfred Laurier University, Waterloo in September. These are the oldest children of Wallace and Laurel (Hemingway) East. Todd Machan Todd Machan earned an Ontario Scholarship in his studies at F.E Madill Secondary School in Wing­ ham. He will be continuing his educa­ tion at Wilfrid Laurier University in Waterloo in the area of computer engineering. Todd is the 19-year-old son of Jane and Gord Machan of Bluevale. Jay Hahn Jay Hahn, 19, is the son of Judy and Bruce Hahn of Brussels and a graduating student of F.E.Madill Secondary School in Wingham. Jay earned an Ontario Scholar­ ship and will be entering the Uni­ versity of Guelph in September to study Co-op Biochemistry. Nelda Shantz from Cambridge and Bob and Hazel Cathers from Win­ nipeg. The former Georgina Middleton of England and Herman Garland of Ashton, Ontario were married July 17, 1944 in Grand Narrows, Mani­ toba. The bride was the daughter of Walter and Georgina Middleton while the groom was the son of George and Sarah Ann Garland. G.A. Hackney was the officiating clergy at the nuptials, which were witnessed by Hazel Cunningham and the bride's twin brother Jack. With Mr. Garland having only a 48 hour leave from the Air Force, the newlyweds enjoyed a brief hon­ eymoon in Winnipeg, before he returned to duty. After serving in World War II, Mr. Garland worked as a welder with the CPR, from which he retired in 1972. The couple resided in Dauphin, Man. before moving to Carleton Place. They came to their present home in Brussels in 1993, to be near their only son G. Elwin Garland and his wife Linda. The Garlands also are blessed with four grandchildren, Nathan, Andrew, Rachel and Sarah. The Huron County Board of Edu­ cation and the Ontario Secondary School Teachers Federation have achieved something not done for several years. The two groups were able to reach a two year collective agree­ ment before the end of the 1993-94 school year. Personnel Manager with the HCBE Jeanne Dionne says, "We were very pleased to reach an agreement before the end of the school year so there is a contract in place when the teacher return to the classroom in the fall. This has not been accomplished in some time as it is often Christmas before matters are settled." Ms Dionne says, "The agreement follows the Social Contract agree­ ment reached two months ago." The secondary school teachers contract provides for no salary increases during the length of the contract, but the dental plan will be increased to the 1993 fee level in the first year and to the 1994 level effective April 1996. Provisions were made for the mandatory Social Contract staff reductions and the loss of one year of increment on the pay grid. Guidelines for teacher workload were amended to reflect the perma­ nent staff reduction of 12 full-time teachers. The elementary school teachers have reached an agreement with the board regarding the implementation of the Social Contract Act. Ms Dionne says, "The agreement is the implementation of the sec­ toral framework developed last August." The agreement covers the full three years of the Social Contract from June 1993 to March 31, 1996. Staff reductions will take place in both 1994-95 and 1995-96, but this will be accomplished through attri­ tion. Class sizes have been increased to reflect the decrease in the num­ ber of teachers. Negotiations will continue with regards to teacher preparation time if downsizing results in difficulty achieving the current required level.
