Presents progress report
on Lucknow drop in centre
Questions Property Standards
Walter Arnold attended the November
13 meeting. of Lucknow Village Council to
question council about property standards
by-laws. He said a storage shed built on
the property of Min Lyons doesn't conform
to any standard he's ever seen. Council
assured Arnold they are in the process of
•PreParing a property standards by-law for
the village and it will be passed in the very
near future.
Will Apply For Supplementary Houslug
Study.
Gerrie Glenn approached council to ask
if they would agree to apply fora grant for
the Ministry of Housing to do a needs
study to learn whether there is a need in
Lucknow for supplementary housing.
People who do not qualify for pensions
require assistance with their rent and must •
move to another municipality. where sup-
plementary housing is available.
Drup In Centre
Bill Bowies, chairman pro tem of a
committee which is looking into the estab-
lishment of a drop in centre to be located in
the basement of the Town Hall, reported
on the progress of the centre. The commit-
tee has held several meetings • and has
decided there .will be no age restriction set
on participants. The drop in centre was
originally proposed as a senior citizen drop
in centre. Bogues said there are people in
the area with time on their hands who

couldmake use of the centre if there is no,
age limit.
A centre is to be established in the
institute room of the Town Hall basement
on a trial basis for six months. It will be
open Monday, Wednesday and Friday.
The committee has also decided not to
apply for a New Horizons Grant because
the centre will not meet the requirements
for the grant,
• Discuss Property Standards. By-law
Bruce County by-law enforceinent officer
Leo Murray met with council to discuss the
enforcement of several proposed property
standards by-laws, council 'is considering
in preparation of a by-law for the village.
Murray made several, recommendations to
assist council in the preparation of the
by-law.
Request Funds Be Deferred
Council sent a letter to • the Environ-
mental Approvals Branch of the Ministry of
the Environment, notifying the ministry
the village of Lucknow will not proceed to,
tender for the construction of the proposed
sewage works project and treatment
facility until March, 1985 pending approv-
al. Council asked that the funds designated
for this project be 'deferred to 1985.

Walkerton, George trained in England
from 1941 until the D Day invasion. He
went into action following the invasion as
part of the build up, after waiting offshore
for 10 days through the storm which almost
thwarted the invasion. "We weren't
sailors," says George recalling the seasick-
ness. He first saw action as a gun sergeant
and was discharged as a Sergeant Major in
charge of four -guns.
Sergeant Whitby lanlied with his unit at
Normandy on July 11, .1944 and was in
continuous action until the cease fire May
6, 1946. He, was awarded the Military
Medal of Gallantry on August 8, 1944.
The regimental history records in part as
follows:- A flight of American Fortresses
flying high over 12th Battery'unloaded
their bomb load, right on top of the Battery
and on a nearby ammunition depot. "B"
Trgop received most of The damage. Three
guns received direct hits, all except "B" '2
in ,the troop which continued firing in spite
ammuniiton exploding all around it.
Sergeant George Whitby was in charge of
gun "B" 2.
Subsequently he was presented with the
Military Medal by his Majesty King
George VI at Buckingham Palace in July,
1945. In November, 1944 he was promoted
to Troop, Sergeant Major in action. He was
permitted to ask two people to accompany
him to Buckingham 'Palace for the
ceremony and was • accompanied by his
brother-iri-lavv, 'Syd Rouse and a friend;
George '. joined the Royal Canadian
Legion in 1946. and a year later became the
first veteran of World War II to serve as the
Lucknow branch president. Over the years
he has acted as parade marshall for, all
Branch parades, a position for .which he
was well trained in his military career.,
Scout Master for the Lucknow. Scout
troop for seven years; he led two troops,
scouts and ventures for two years because
the boys who moved up from scouts
enjoyed it so much, they wanted to
continue' as ventures.
George recalls the trips to Algonquin
Park' every summer and' says when' he
meets some of the boys he had in scouts
today, they tell him: their 'scouting days "
• were some of the best in their lives.
Born in Lucknow and raised during the
depression, George is one of a very few
who have ' lived their entire lives in
Lucknow except for the years he served
• overseas during the war. Following his
military service to bis country, George
continued to serve his' comMunity voluntar
ily in a very distinguished manner.
Make improvements to cenotaph

A Canadian flag was provided by Murray
Cardiff, Federal Member of Parliament for
Huron -Bruce and an Ontario Flag by
Murray Elston, Member.of Provincial
Legislature for Huron -Bruce.
Throughout the entire construction
period, Gary Austin of the local works
department, was called upon for his willing
assistance, from advice, to painting the
flag poles, to their erection and roping and
finally to the hook up • to the street light
system.
The Cenotaph committee would like to
express their thanks to the firms, trades-
men and individuals who assisted in this
project in any way and especially for
responding to the short term deadlines
which we of necessity had to impose on
them.
The Lucknow Legion, recognizes the de-
dication of so many of the' citizens and
younger generation to the ntentory of the
sacrifices freely given during three wars,
which was again this year so iisably
demonstrated despite the weather condi-
tions.
If the improvements made 'to the Ceno-
taph in some small measure helps to
encourage this dedication in future years,
Lucknow Legion will have in a small way
accepted the challenge of the Legion's
main objective and pledge: "We will
remember thee'.

Reeve George Joynt stated that Lucknow
would not borrow money for a new arena as
it will be issuing debentures for the sewage
works project and theretOre is not in a
position to helplund at new *arena. Sewers
are the priority for tucknow at this time, he
said.
