Object to increase
in education levy
Lucknow councillor Eldon Many raised his
objections to.the significant increase in the
school tax levy ;which this year represented
50 per cent of the total mill rate in Lucknow.
Mann said people complain the taxes are
increasing without realizing the village mill
rate has remained the same for several
years.
"I can't see why five of us on honorariums
should sit around here and let the school
boards run away like a bunch- of drunken •
sailors," remarked Mann.
'Councillor Ab Murray pointed out that
council has no right to appeal the school
board decision. "If .they don't want your
sewage disposal site in Wawanosh they can
at least appeal, but if'the school: board wants
to build a school on your main street, there is
no way you can, even appeal it."
Reeve George Joynt added there is no
legislation to proceed under to' take the
school board to task for; their increases.
"There is .very little you can do under the
law," said Joynt. "You can only give them a
tongue- lashing. • People: have to voice their
objections with the government."
Councilor Herb Clark said it's up to the
MLAs (members of the provincial . legisla- •
ture) to amend the legislation.
"We get. a reasonable amount done
around town and there's more we could do,"
said Mann to which Councillor Murray
replied: "But . our finances . are _ limited and
the school board isn't." •
Although the total public mill rate for
Lucknow taxpayers increased 8.2 per cent.
• and the -separate mill "rate went up 4.4 per
cent, the village share of the mill Irate
remained the , same: The general- mill rate
remained the same at 14.952.
The public elementary school. rate increas-
ed 19,9 per cent andthe separate elementary
rate is up 6.1 per cenf. The secondary school
rate is. up 11.1 per cent.
Provincial guidelines encourage municip-
alities to follow• the federal 6, and 5 program
which set guidelines of about five per cent
when setting their budgets. .
Simulate evacuation
The Lucknow Fire Department and the
staff of Pinecrest manor Nursing Home
simulated. the evacuation of One win g of the
home in a safety drill Tuesday evening,
Septe{nber 11. The evacuation was to be
necessary because 'of, a fire in the north
wing: - t
The exercise was designed to evacuate
and improve the procedures set out in the
nursing home safety manual and to provide.a
practice for the police, firemen, nursing
t,home staff and the residents. A procedure
looks good in a manual but there. are things
to be.• learned from a practice of the
procedures which' cannot -be anticipated by
reading the manual.
The•evaluation was, done in+ the interest of
• resident safety and was carried out with
extreme caution. The. purpose was not to
• prove how fast the wingtcould,;be evacuated
and the staff and firemen . tried to be extra
careful in moving. residents.
A wing of 25 residents` was evacuaed and
'loaded for transportation to . emergency,
shelters in 19 minutes from the time .the
order to evacuate . was given.
• Nursing home staff and the firemen are
more confident they can deal with such an
emergency effectively,, as a result of the
exercise, 0 which sari only reassure the
residents and their families.
