• Lucknow-Village Council called a meeting •
fthe councils and clerks Of the four •
municipalities which • participate in the .
support of the Lucknow Medical Centre:
Reeve Joynt of Lucknow haSteen unable to
teach agreement with the municipalities,of
!Pest Wawanosh and Ashfield' or a cost
sharing of the capital and maintenance costs,
Of the centre:
Presently the front window of fhe medical
centrewaiting, room requires replacement
.nd since an aluminum window is to be used "
to replace the wooden window which
otten, it will be a capital cost because it •
upgrades the standard of 'the building.
West Wawanosh Township sees .the
window replacement as a maintenance cost
and will only agree topay 20 per cent of the',
cost.
Originally
Luc -know paid401er cent of the.
capital and maintenance costs of the medical
centre but in 1978, ,when .the dental suite was •
installed, Lucknow reeve . George Joynt
recommended the four municipalities 'which .
also includes Kinloss, share the capital costs
25 per cent each: The four municipalities
share the capital costs of the dental suite and
its parking lot on a 25 per cent basis.
It was decided an agreement should be
signed among the four municipalities where-
by capital costs would be shared equally on a-
25 per cent basis*and maintenance would be
shared with Lucknovv paying 40 per cent and
each of the other three municipalities paying
20 per cent each. Ashfield has informed
council they will only agree to capital and
maintenance , costs • being • shared with
Lucknow paying 40 per cent and the other
three paying 20 per cent according to the
original agreement even though Ashfield
• paid 25,per cent of the capital costs of the
dental suite and the new parking Jot.

Consider Property Standards By-law •
Council reviewed ' property standards
by-laws for the town of Goderich and the
•village of Ripley in preparation for the
writing of a Lucknow property standards
•by-law which will include minimum stand-
ards as well as standards which must meet
fire regulations. •• •
Charges Withdrawn . •
• • Charges laid under the properly standards
by-law were withdrawn after Nancy Lyons of
Lucknow removed id feeder pigs from a barn
on Willoughby Street. Lucknow solicitor
• George Brophy informed Lyons that a
-minimum standards by-law would be coming
•into effect and she should begin to upgrade
the-
standard of the barn, prior to the by-law
coming into effect.
Village solicitor Brophy also informed
• council by letter that Lyons plans to erect a
fence and plant a line of cedar trees to hide
fro' view the scrap pile at the end of Bob
Street The letter included a sketch of the
proposed fence and tree line.
• Anglican Minister To Act On Behalf Of
Seniors
Anglican Church Minister Marilyn Letson
has informed council she will continue Rev.
George Garratt'S Me with the senior citizens
in Lucknow, to determine if a New Horizons
grant is available for the creation of a seniors •
• drop-in „centre in the baseMent of the Town
Hall. Garratt is unable to continue' in this
capacity as he has moved to Toronto.
Reeve George Joynt said the grants
available to the village for their share of the
• project leave the town's share too high for
• the village to manage at this time. Joynt said
the town will have to be eligible for addition-
al grants before the village can - afford to
proceed/ with the project. •
Council plans to provide a drop-in centre
for seniors who at one time used the
basement of the Log Cabin restaurant as
a place to drop in for coffee and a gaine of
Cards.
