"There has been some confusion -as to the 4mo-itself, and ,Rom.e.inis, information, so that it is desirable to restate briefly certain facts. The Canada TeMperance Act is not prohibition; it permits the bringing of liquor into the county by com-' Mon carrier or by an individual for personal or 'family use. It does forbid sale or exposure for sale of any intoxicating liquor, -within the county. It discourages drinking by making access to liquor less convenient. This is important in relation to formation of the habit by young people. Advocates of C.T,A. repeal- have reiterated that it is "outmoded", having been passed many years ago. The implication is that the Liquor Control Act of Ontario is not outmoded. 'As to that, news- papers all over Ontario contain news headings on items about teen-age drinking, purchase by minors, raids on drinking parties and so on-all under the Liquor Control Act. The Chatham •News said editorially not long ago that Kent County 'has more bootleggers in a week than Huron in a month,' and that Huron should not vote out 'the Canada Temperance Act 'under the delusion that the L.C.A. will automatically rid the county of bootlegging, excessive drinking and drinking by mino'rs.! "Certain provisions • of the Li- quor Control Act complen-ient the C.T.A. and would assist enforce- ment if applicable," Mr. Howson said. "They were in fact applic- able at one time, but under the Drew Government this valuable aid was withdrawn.
