The Citizen, 1992-12-16, Page 22PAGE 22. THE CITIZEN, WEDNESDAY, DECEMBER 16,1992. W. Wawanosh council supports Wheels Away Gloria Workman chair of Wheels Away, the North Huron Special Transit Corporation, and Sandra Thompson made a presentation to West Wawanosh council, Dec. 1, on behalf of the corporation. Following her presentation Ms Workman answered councillors' questions and concerns. Councillor Ron Snowden made a motion, which was seconded by Councillor Walter Elliott that the township would share with other participating municipalities on a use-by residents basis any operat ing deficit incurred by Wheels Away for the 1992 fiscal year not covered by user fares, Ministry of Transportation subsidies and dona tions. The motion carried. Charles Gingrich was present to discuss water problems and flood ing experienced during the con struction of his house on Cone. 5. Mr. Gingrich said the problem is a malfunction of a municipal drain, however, council has no record of a drain in that area. Mr. Gingrich was advised by council and the drainage superintendent that his best course of action was to present a petition for drainage to council. The drainage superintendent agreed to go over the procedure for such a petition with him. The chief building official and the drainage superintendent dis cussed with council the construc tion of a new building, which has caused concern with neighbours, but conforms to the zoning by-law. Also discussed were the Gaunt Drain and the Reid Drain. The delay on the former has been caused by procrastination on the part of the Ministry of Natural Resources personnel, council was told and nothing can be down until July 1993. The drainage superintendent will attempt to hire a hi-hoe working in the township to clean out the road side ditch at the site of a catch basin connected to the Reid Drain. Council received a form for an agreement which Northern Cross Resources wishes to enter into with the township to allow the installa tion of natural gas pipeline along road allowances. Engineer David Thompson of Northern Cross will be requested to attend the next council meeting to discuss the agreement. Council accepted the quote of Kerr Heating, Listowcl to supply and install four infrared radiant tube heaters for the sum of $7,200, plus GST. The road accounts totalling $12,417.91 were approved for pay ment. The general accounts in the amount of $161,038 were also approved for payment. Council concurred with the vil lage of Cardinal in its position to petition the Ministry of Housing to repeal legislative policy which extends eligibility for tenancy to younger persons in senior citizen designated buildings. A resolution from North Planta genet Township requesting the Ministry of the Environment to reconsider its proposal to shift administrative costs for operating water and sewage facilities and routine laboratory testing services for facilities to the local municipal ity. MOE presently absorbs those costs and a shift to the municipali ties would create a financial hard ship on small municipalities.
