Mr. Vincent is being pre­ sented with the award for his courage and quick response at an accident scene, which helped to Council says no renovations By Lisa Boonstoppel-Pot For the third time, Blyth council­ lors have agreed to put off renova­ tions to the town offices. The issue of improving the office work areas was raised at council's Nov. 25 meeting by Reeve Dave Lee even though council had decid­ ed at a previous meeting to stall renovations until the village's financial situation is revealed at year's end. Speaking on behalf of Blyth PUC, Reeve Dave Lee said "PUC pays a rental fee for the use of the building and is concerned about the storage filing system and if we're getting the best use of our computer system." "They (PUC) pay for use of the facilities and they would like to see the work areas and filing complet­ ed," he added. He asked council if they were prepared to ask for quotes to build a new work station in the office. "We've been delaying and we'd like to see it get started," said Reeve Lee. Office renovation costs, totalling $9,500, had been included in the 1992 budget. Councillor Robbie Lawrie responded by saying "you can get prices, it doesn’t matter to me but this has come to council three times and twice we've turned it down. I think we should stick to our deci­ sion to wait until the end of the Road work could cost $140,000 By Lisa Boonstoppel-Pot Preliminary estimates reveal reconstructing Drummond St. would cost the village $140,000. In a letter read to council at their Nov. 24 meeting, the consulting engineering firm of B.M. Ross and Associates Limited stated road reconstruction is estimated at $99,000, construction of storm sewers at $34,000 and paper work at $5-6,000. Council had requested the cost information to consider construct­ ing storm sewers and reconstruct­ ing Ann and Drummond Streets in the northeasterly portion of the vil­ lage. Council expressed dismay at the expense of the project. "This is a major project," said Councillor Steve Sparling. The letter also stated the compa­ ny's concern about funding. "We would think the Ministry of Transportation may be cautious with respect to the allocation of subsidy funding because of the nature of the 'new roadway'," stated the letter. 'The village may also wish to consider whether certain portions of the costs should be charged to the new residents in the area." However, council decided not to consider the matter. Both vehicles had erupted in flames on impact and came to rest in opposite ditches. Mr. Vincent stopped his truck and attempted to put out the fires with an extinguish­ er taken from his truck. At the same time he summoned a nearby neigh­ bour to call for emergency assis­ tance. After hearing screams coming from the van and realizing that the flames were intensifying, Mr. Vin­ cent began to pry the door off, assisted by the driver of the trans­ port truck, who had escaped through a window and another passing motorist. Despite the threat of explosion from spreading gasoline, Mr. Vin­ cent led the effort to free the three handicapped passengers. Two had been thrown clear upon impact. By the time rescue crews arrived all passengers had been safely removed and two vehicles were now fully engulfed in flames. Of the six people involved, one was killed and five hospitalized. "Without thought to his own per­ sonal safety, Grant played a major role in saving the lives of five indi­ viduals from our association," said Judy Vellinga, executive director, Elmira and District Association for Community Living. "The danger was very real and life threatening not only to the passengers trapped in the van, but to Grant as well." As the 1992 Firestone National Truck Hero, Mr. Vincent will receive a $1,000 cash prize, an all­ expense paid trip to Toronto, and a framed Commendation Certificate. He will also receive an inscribed wristwatch.
