Allan Director Blyth council pushes for final hall agreement With its term running out, Blyth council is pushing to conclude an agreement with Blyth Centre for the Arts for use of Blyth Memorial Hall before the end of the month. The long-awaited agreement is apparently shuttling back and forth between the offices of the lawyers for the village and for the Centre and council agreed to try to short­ cut the process and get the agree­ ment signed at a special meeting to be held with Centre officials. "Time is really coming down heavy on us," Reeve Albert Wasson noted. He suggested figures on how much of the space in the new "link" at the south side of Memorial Hall is used for public activities and how much by the Festival itself, should be prepared so they can be used to calculation of cost-sharing for utility bills. "It's so frustrating," Councillor Steven Sparling said. "The Sky- Dome was built in less time than this agreement has taken. I don't know how we can move off zero." Councillors agreed to ask for a copy of the proposed agreement, then look at any additional infor­ mation that will be needed so that there will be no delay when the lawyers finally get through batting the agreement back and forth. In a letter from R. Aggerholm, of the Ministry of Environment's southwestern Region in London, a "pause" in development along the lakeshore was called for. "As the number of draft subdivisions which rely on private sewage disposal facilities continues to increase, we feel that there is a compelling need for the County to examine the future fiscal and environmental ramifications of current sewage management practices within its lakeshore municipalities," Mr. Aggerholm said. "We see lakeshore servicing as an issue in which both local gov­ ernments and the Province share considerable financial exposure if pollution problems and private sys­ tem failures dictate corrective action," he wrote. Lakeshore reeves expressed frus­ tration al the Nov. 6 meeting of council. "We're going to be in dire straits here," warned Lionel Wilder, Reeve of Hay Township, if the province doesn't soon take action. He said there is a developer ready to spend $5 million in his township for a development. "I would urge we speed up (the province) to get the process going," he said.
