Rebekah Lodge visited by DDP 'Woman gets fine for breaching probation The regular meeting of Morn­ ingstar Rebekah Lodge took place on Tuesday, April 23 with Noble Grand Janet McCutcheon presiding. There was a large attendance at this meeting with visitors from Seaforth, Wing1 ham, Monkton and Listowel. At this meeting District Deputy President Ruth Campbell of Huron District No. 23 paid her semi-annual visit to our Lodge. She gave a very meaningful message and was present­ ed with a gift as a token of apprecia­ tion as she completes her term as District Deputy President. The spring Variety Fair is to be held on Friday, May 3 at 7 p.m. and Saturday, May 4 with the Bake Sale and Tea Room open at 11 a.m. Morningstar Lodge is partaking in a 'Plant a Tree' program. The Lodge members extended their thanks to the Reeve Gordon Workman and village council for giving them a beautiful maple tree to plant as part of this pro­ ject A donation was made to the Cancer Society, also a donation was made to Camp Trillium. It is a camp for chil­ dren with leukemia. This camp has proved to be a blessing to the chil­ dren and their families and has been sponsored by the I.O.O.F. and Rebekah Lodges of Ontario for sev­ eral years. A donation was made to the Mis­ sion Services of London. It is this Mission that the used clothing not sold at the Variety Fair is given. There is a great need for used cloth­ ing. The District meeting to which all Past Noble Grands of our District are invited is to be held in Seaforth April 25, 1991. The name of our incoming District Deputy President will be revealed at this meeting. A former Howick Township woman received a $100 fine for breach of probation when she appeared in Ontario Court, Criminal Division in Wingham, Thursday. Dorothy (Vickie) Higgins of Kitch­ ener, and formerly of Wroxeter, had been charged after she failed to appear for two appointments with her probation officer last June and July. Joanne Palmer, the probation offi­ cer, testified that Ms Higgins had appeared in her Goderich office June 7, 1990 to say she was on probation under a sentence issued by a Kitchen­ er court and she would be living in Huron County. Ms Palmer set up an appointment to meet Ms Higgins again in Wingham on June 27. On that date Ms Higgins did not appear but her boyfriend, Richard Metzloff, who was also on probation, reported she had been unable to attend because she was working in a Harris­ ton hotel. He was told to inform her she should call Ms Palmer. The next day Ms Higgins did call and another appointment was set for July 5. Again she failed to show for the appointment and subsequent let­ ters sent to her home were returned with her address unknown. Ms Higgins testified that she had been in Harriston on July 5 waiting for Mr. Metzloff to return from a trip to Windsor but he had had an acci­ dent and she was unable to get to Wingham for the appointment. She was unable to call to tell of the prob­ lem because she wasn’t allowed to make long distance calls from the phone at the hotel. Her attorney argued that although there had been a breach of Ms Hig­ gins’ probation, these was no evi­ dence of a wilfulness required under the law. On one occasion she had telephoned the probation officer and on another occasion was unable to attend because of an accident But Judge R.G.E. Hunter said the arguments weren’t good enough. There is no provision in the probation order for saying you’re pulling pints in a hotel and can’t show up for an appointment, he said. Further, after the accused failed to appear for her July 5 appointment, “as far as the Goderich probation officer is con­ cerned, she disappeared off the face of the earth.” He noted that Ms Hig­ gins never telephoned or contacted the office to explain that she had moved to Kitchener (where she has reported to a probation officer this spring.
