Box 152, Brussels. 15-2 for 1992 Ontario Hydro is proposing to the Minister of Energy and Ontario Energy Board an average rate increase of 8.9 per cent to become effective January 1, 1991, Hydro President and Chief Executive Officer Robert Franklin announced recently. “These are difficult times for both Hydro and its customers, and in proposing this increase, we have tried to steer a middle course between our own growing costs and our customers’ ability to absorb them.” Mr. Franklin said.
