Welfare costs soar 58% in Huron in Dec.
The recession has sent welfare
costs in Huron soaring, even
though the county is still the
second lowest in Ontario for the
percentage of the population on
welfare.
John MacKinnon, director of
Social Services for the county told
county council Feb. 7 that the

Appreciation night planned
for Hall volunteers
The annual budget setting meet
ing of the Ethel Hall Board was
held Monday evening with all
members in attendance.
Chairlady Dorothy Dilworth con
ducted the business and welcomed
new Hall Board members Grace
Smith and Doris Jacklin.
An appreciation night for those
people helping with the downstairs
renovations will be held April 15, at
8:30 p.m.
A letter was read from the Huron
County Public Health Inspector
concerning the required changes to
the washrooms. After these im

fare in December jumped by 56 per
cent, from 188 in Dec. 1989 to 294
in Dec. 1990.
The Social Services agency is
serving a new kind of client, Mr.
MacKinnon said. Many of the
people needing help are self-
employed tradespeople: painters,
carpenters, etc.
In some cases, he said, the
Ways to raise funds for the Hall
also were discussed. A rummage
sale and bake sale are scheduled
for April 27. Perhaps another 50/50
Draw and Lost Heir tournament
will be held in the future as well as
a supper and mid-summer euchre.
The front flower beds are also in
need of repair and will be dealt
with in the spring.
Ray Fournier Enterprises will be
opening for business in the second
half of the Ethel General Store. Ray
has purchased some of his stock
from Evans Hardware and will be
handling both hardware and auto
motive items.

welfare department is helping
overloaded Unemployment Insur
ance (UI) backlists. Because of the
huge number of people waiting for
UI claims to be processed there is a
backlog in people getting money.
To help them see their way through
until UI payments are finally
received, people are being allowed
to draw welfare.
But Zurich Reeve Robert Fisher
worried that by allowing this,
people would be able to get double
payment for the period, getting
payment from Welfare and then
from UI. Mr. MacKinnon explained
that the initial welfare payment
was for the two weeks the people
wouldn’t get paid for under UI.
Any money that is paid above the
two weeks is regarded as a loan to
be paid back when UI benefits are

Exeter Reeve Bill Mickle felt
there needed to be a look at the
system to prevent any duplication
of money from both the UI and
Welfare funds.
While costs have soared, statis
tics circulated to the Social Services
committee showed Huron as
second last on the list of counties
with a rate of .85 per cent of the
population on welfare. Highest is
Sault Ste. Marie with 5.69 per cent
of the population on welfare.
Meanwhile the agency is strugg
ling with its preliminary budget for
1991. The first budget submitted to
the Social Services Committee was
$2,032,992, up $990,915 over last
year’s budget of $1,042,077. The
county’s share of such a budget
would be $458,041 with the re
mainder coming from the province.
