Brian is the son of John and Isabel Armstrong, Brussels, and a former graduate of F. E. Madill Secondary School and Fan­ shawe College. In honour of his graduation a social time follow­ ed by a dinner held at the Armstrong Family Farm with many relatives and friends in attendance. Brian has a teach­ ing position at Walkerton Sacred Heart High School in the technological studies depart­ ment. He is continuing his studies towards his B.A. at Wilfred Laurier. Welfare costs soar 58% in Huron in Dec. The recession has sent welfare costs in Huron soaring, even though the county is still the second lowest in Ontario for the percentage of the population on welfare. Because of the huge number of people waiting for UI claims to be processed there is a backlog in people getting money. To help them see their way through until UI payments are finally received, people are being allowed to draw welfare. But Zurich Reeve Robert Fisher worried that by allowing this, people would be able to get double payment for the period, getting payment from Welfare and then from UI. Mr. MacKinnon explained that the initial welfare payment was for the two weeks the people wouldn’t get paid for under UI. Exeter Reeve Bill Mickle felt there needed to be a look at the system to prevent any duplication of money from both the UI and Welfare funds. While costs have soared, statis­ tics circulated to the Social Services committee showed Huron as second last on the list of counties with a rate of .85 per cent of the population on welfare. Highest is Sault Ste. Marie with 5.69 per cent of the population on welfare. Meanwhile the agency is strugg­ ling with its preliminary budget for 1991. The first budget submitted to the Social Services Committee was $2,032,992, up $990,915 over last year’s budget of $1,042,077.
