Lucknow Village Council discussed a letter received from George Newbold, adminis- trator of Pinecrest Manor, at their regular meeting, November 13. Mr. Newbold wrote complaining about the scrap iron and old cars located in a field across the corner from the nursing home. The property is owned by Bill Lyons and the scrap iron and cars have been placed there by his son, Jim, who sells it in the spring. „ Mr. Newbold pointed out in his letter, that the area was not zoned for waste disposal and asked council to do something to have • the scrap iron removed. Council sent the letter to the village's solicitor, George •Brophy who is looking into the matter. Councillor Russel Whitby said he was approached by 'Bill Lyons concerning the issue and Mr. Whitby invited him to attend the November meeting of council. However, Mr. Lyons did not attend. • Cliff Crawford, town foreman, attended the meeting to ask council to consider the purchase of newstreet lighteWhich he could buy from Wingham PUC at a reasonable rate. He informed council the shades of the light standards along the main street can not be replaced if broken, because that type of shade is no longer made. He suggested the purchase of new lights now at a reasonable rate would allow council to replace the main street . standards when necessary. Council • decided to look ,into the: matter by getting prices to compare with the Wingham offer. , The recent census in .the village counted 1,098.people living in Lucknow. Over 30 per cent of Lucknow's population is: ovei•the age of 65. Councillor Whitby asked councils if .speed • limits on village streets could be more strictly cointrolled. He commented that cars ° race down Willoughby Street passed his home and he believes they do not even bother to stop at the Havelock stop -sign. He • is concerned that, with the number of elderly people living in his neighbourhood, a Landfill site cc danger to The Glanbrook land -fill site .poses a danger to the drinking water of rural resid- ents and should not be allow- ed, to proceed, Peter Han- nam ;President, Ontario Fed- eration of Agriculture (OFA), said today. The 500 acre site is located near Hamilton and 'will be used as a dump for the city's garbage. The Environsnenlal Asses- sment Board, ina report made public October 26th, recommended the dump go ahead, in spite of the objec- tions of local people. • Hannam said area resid- ents have •real grounds for; concern. The pollution will not be confined to the im- Mediate area as the dump is located on the headwaters of the, Welland River. Hannam was very critical of the Environmental Assess- ment Board. The concerns of the local people were completely ignored. OPA's technical submission was not even ad- dressed by the Board. He said that, without major changes in evaluating dump sites, other rural commun- ities could expect similar treatment. Hannam said there are two ways to solve the garbage' • issue..The first is to reduce it at its source, and the second is to turn it into a resource by • recycling, Composting, or heat recovery.
