Lucknow reeve George Joynt cut the
ribbon on Sunday, July 1, to officially open
the new Lucknow tennis courts at Victoria
Park. The courts were constructed through
the joint efforts of the Lucknow and District
Kinsmen, Kinettes and Leo Clubs. The
courts have been in use for a week but
there -ares -still someodd jobs to complete
before=they are finished.
Project .co-ordinator Rod McDonagh of
the Kinsmen Club stated the total cost of
the two courtswould be between $14,000
and $15,000. Upon completion, the courts

will be turned over to the Village of
Lucknow and the three surrounding town-
ships.
• The Kinsmen are assuming the financial
responsibility and have had support from
the Kinette. and Leo Clubs. Funds have
been . raised by means of the circus and
Sumrnerfest put on by the Kinsmen and
Kinettes and the Leo Club's bike-a-thon.
The -Leos are also donating the receipts of
their three summer dances to the project.
McDonagh feels it will take two to three
years to pay the cost of building the courts.

Public donations have totalled 5225 to date,
At present the ,courts are open to the
public, without charge for their use. The
clubsinvolved ask the public to respect the
rights of those waiting to play so the courts •
are not monopolized by those playing.
The three clubs who worked to. build the
courts are not interested in forming a
tennis club said McDonagh. Depending on
the popularity of the sport, lights for night
play may be added at a later date. This
would most likely be a project taken on liy
one of the service clubs, McDonagh added.

Winghani and District Hospital has,
decided to "bypass the provincial health
care system and has billed .OHIP_: directly
for patient` care at the hospital for the
months of May and Jute,..'
The hospital -billed OHIP at ai Hate of $110
a day for patients treated in the 'hospital,
making a bill of:'about._5500,000.
VYingham.. asked OHIP .for payment
within 15 days and the bills were sent in a
week ago.
Executive director of the hospital,
Norman. Hayes, announced the bills' had
been sent to OHIP at the inaugural session
of` -the 1979.80.' board of governors .of the,
hospital on June. 27.
Hayes did'not know the amount billed for
outpatient services because 'the type of
services varied. •
The hospital submitted the bills because
there is "a need for clarification" as to
where. the hospital stands in its dispute
with the Ministry of Health. `Tlie ministry
declared 18 beds surplus in January,: and
cut $168,,000 from the hospital'sglobal
budget for this year" The hospital decided
to• maintain its 82 active treatment beds
because the hospital administration: and;
board • of governors believe all the beds are
needed at the hospital:
Hayes said if they don't get funding
necessary to run a 100 bed hospital, "it is
self-evident we are facing a deficit".

Hayes disagreed the hospital was opting
out of O:HIP because "you can't opt out •of
something you were never in". 0HIP is a
payment mechanism for the patients who
are in it he said. It's a third party payment
system and the hospital is not in it..
"The hospital is simply asking to be paid
for services rendered," Hayes said. •
In the current 'system, the hospital
receives a. budget from OHIP on a , global
basis. Hayes said it is up to the health
ministry to determine how they will 'fund .
the .insurance. plan. Hayes does not know
how the ministry determines funding
increases. • •
Hospital solicitor Bob Campbell said
Tuesday it is unlikely patients will be billed
for services if OHIP refuses to pay the bills.

Off to the pull
The Lucknow Tractor Pull is
expected to attract some 5,000
people the weekend of July 21 - 22.
The Noisy. Lady team from Lucknow
has been competing since the pulling
season opened in Dresden June 16.
Last Friday • three area modified
tractors were loaded on one truck for
the trip to the Metcalfe pull.
