• Jack Hodgins-, outgoing chairman of the
Wingham and District Hospital Board told •
the hospital annual Meeting the objective
of the hospital will continue to be the
providing of total health care for the
community it serves. •
: Hodgins told • about 80 people who
• ' attended the annual • meejrng, in Wingham
- • Public School June , the wholistic
concept of health care will , be persued
farther when funds are available to exciand –
and improve • facilities. He said Ontario
Hospital Association consultants will be
doing an' efficiency study in September to
determine whether the hospital is as cost-
efficient as hospital administration and the
board believe they are.
• Executive director of the hospital
Norman Hayes reported outpatient work at
the hospital has increased while at the ,
same time admissions were lower in
1978-79. This seems to 'be a trend which
will continue said Hayes. He could not tell
the meeting where the hospital stands with
the Ministry of Health over the bed
closures. He said he could offer no guaran-
tees. The hospital is persuing the two
avenues requested by the citizens' com-
mittee. Meetings with the ministry and
persuing legal action are still in progress.
Donald Kennedy, chairman of the
finance committee, repotted the hospital
returned about S34,000 to the ministry of
health at its year end for 1978-79, This
was the money the hospital did not use
from its &hal budget last year. Ian
Deslauriers asked Mr. Kennedy if this
money could not have been used to
purchase equipment for the hospital. Mr.
• Hayes replied to the question saying
money is allocated in the global budget for
certain areas of hospitaloperations and
capital expenditures. The money returned
to the ministry was not allocated for
purchase of equipmeiit and cbuld not be
used in this manner.
A motion was made by Rae Elmslie to.
have a representative for the Township of
Ashfield named to the Board of Governors
of the hospital. Mr. Hayes said such an
appointment would require a change in the
hospital's by-laws because no' • represent-
• ative of Ashfield has sat on the .board
•Previously. Reeve Warren' Zinn of Ashfield
was at the meeting and indicated the
• township council Wishes a representative
• from the township on the board. Mr. Hayes
said a review of the entire representation of
the hospital is to be conducted in the
corning year and a decision' concerning an
Ashfield representative will be made then.
In other business Jack Kopas and Rae
Elmslie were elected' to the bard to
represent Wingham following the retire-
ment of Chairman Jack Hodgins and Don
Kennedy. Frank MacKenzie was elected to
represent Lucknow, Kinloss and West
• Wawanosh and E. William Newton will
represent Howick. An election for the rep-
resentative of Turnberry resulted in Harold
• Elliott retaining his board position.
