The enthusiastic golfer catne
home to dinner, looked at his
son's empty place at the table,
and asked: "Where's Tommy?"
"I thought Tommy caddied
for you this afternoon," said his
wife.
"So that's who it was," re-
flected the father. "I was sure
that boy's face looked familiar.

WHEN DID OLD AGE
SECURITY PAYMENTS
START IN CANADA?
`Ibe present system of old
age security payments to all
persons 700 years of age and
over and old age assistance
payments to needy persons in
the 65-69 age group come into
operation in January 1952. It
was probably the greatest
single venture in the develop-
ment of social security in
Canada. This system replaced
the former old age pensions
scheme which had been inaugu-
rated in 1927, under which the
federal government made
grants-in-aid to the provinces,
first of 50 per cent and from
1931 of '75 per cent of the cost
of pension payments adminis-
tered by the provinces.
This pension was payable,
subject to a means test, to any
British subject '70 years of age
or over who had resided in Can-
ada for at least 20 years. The
present system of old age sec-
urity payments has no means
test.
