Every Ontario driver will be getting these in the mail soon from -the Ontario Department of
Transport—his personal application form for a new driver's licence, and a leaflet explaining
how the new system will work. The driver's name is printed on the form, along with the date
his particular licence will expire, the amount of his fee and other information.
NEW SYSTEM HAS TAKEN TIME
Application Cards Soon Ready
If you have a driver's licen-
ce, your name will soon be
spelled out on a foot -long card
by a high-speed printing ma-
chine in Toronto. This card
will be your personal applica-
tion form for your next licence,
and it will be the first step in
Ontario's new system of three-
year drivers' licences.
Sometime between now and
the end of January, you will get
the card in the mail. You can
obtain your new driver's licence
by filling out the application,
enclosing your money and eith—
er taking it to your local issu-
ing office or mailing it to the
Ontario Department of Trans-
port, Toronto.
When will you get your ap-
plication form? How long will
your new licence be valid? How
much will you have to pay? All
these things depend on your
birth -date. Transport Minister
Irwin Haskett outlined the pro-
cedure in a preview of how the
new system will work.
NEW SYSTEM
If your birthday is in January,
you can expect to receive your
form very soon. If it is in June,
you'll get your form about New

Year's; if it is in the final
months of the year, you'll get
your form later in January. The
application forms are being
mailed in the chronological or-
der of the drivers' birthdays.
Your licence will be valid
for more than one year. The
expiry date will be printed on
it. If your birthday is between
the 1st and the 19th, the ex-
piry date will be on your birth-
day in 1965. If your birthday
is from the 20th of the month
onward, the expiry date will be
on your birthday in 1966.
THE COST
"The annual licence fee re-
mains the same, at $2, per
year," Mr. Haskett said. "The
amount will be calculated ac-
cording to the length of time
each licence is valid."
For example: If yourbirth-
date is June 12, your licence
will be valid for about a• year
and a half — all of 1964 and
up until June 12, 1965 — and
your fee will be $3.00. If your
birth -date is November 22,
your licence will be valid for
all of 1964 and 1965 and up un-
til November 22, 1966 — and
your fee will be $5.80.
Why aren't the licences be-
ing sent out all at once? Simp-
ly because there are two and a
half million of them. Even
with machines printing and
mailing the cards at the rate of
nearly one every second, and
operating 24 hours a day, it
will take two full months to
get them out.
To get ready for the simple
operation of printing your card
and mailing it to you the per-
sonnel of the Department of
Transport has been working full -
tilt for nearly a year and a hall:
At the same time they have
been looking after such details
as changes in address. And with
so many drivers involved, this
is no small chore — change -of -
address forms have been receiv-
ed
eceiveed in a volume as heavy as
3,000 per day,
THE REASON
"Sheer volume made it es-
sential to switch to a mechaniz-
ed system of processing drivers'
licences, " Mr. Haskett said. '
"Once the transition to the new
system has been made, with
licences being renewed on birth -
dates all through the year, we
will be processing applications
for drivers' licences at the rate
of about 80, 000 a month.This
is much more efficient than
handling all two and a half
million licences in a two to
three month period each year."
"The three-year term of the
licence will result in a measure
of greater convenience for driv-
ers, too.
"The mechanized methods
make it possible to keep more
complete files, resulting in bet-
ter control over suspended driv-
ers, better facilities for re-
search, and other improvements
in the interests of the safety of
all drivers in the province."
Mr. Ilaskett said the first
step in conversion was to make
out punch -cards for every driv-
er, and this began in December
of last year. It was probably
the biggest changeover to date
in Canada, and at one time
there were 65 key-punch oper-
ators on the job.
