bargain also requires that communities
know what they want, and have the
capacity and know-how to develop
means of achieving their own goals.
God helps those who help themselves,
and the federal government seems to
share the same philosophy with regard
to rural areas.
The future look, feel, and flavour
of living in our small towns and rural
communities is being altered. While
these changes will present both oppor-
tunities and threats, rural people like
ourselves must assess the nature of
those changes, take advantage of their
benefits, and determine our own des-
tinies. We cannot stop change. But
we can work to ensure that change is
in our best interests.
Community development is one
way of advancing toward this objec-
tive. But it isn't easy. It requires
political will, local leadership, and,
in some cases, inter -community co-
operation. But most of all, it requires
a belief in ourselves and our capacity
to avoid being swept away by the
forces of change.0
THE IDEA IS SPREADING
On October 25 in Teeswater,
seven communities were invited
to discuss community develop-
ment at a meeting attended by
representatives from the Saugeen
Business Development Centre.
"There has always been this
interest in our area to face econ-
omic development square on,"
says Carol Helfenstein, publisher
and editor of The Teeswater
News. But the money and time
required to organize the promo-
tion of local economic growth
has been scarce, she adds.
"The Teeswater-Culross
Development Association has
been struggling with this concept
for some time," Helfenstein says,
"and is delighted that there could
be some government support and
government initiative in this
area."
The municipalities invited to
the meeting were: Carrick, Mild-
may, Greenock, Culross, Tees -
water, Lucknow, and Kinloss.0
