On the Vos column, I
I am writing to correct a number
of assumptions which your columnist,
Adrian Vos, made in his comments on
COP (cost of production) formulas
(September, 1989). He suggests that
we take a random sample of producers
across Canada, resulting in a COP that
rewards inefficient operators. He then
says this is unfair. The only problem
is: his assumption is incorrect.
The Canadian Turkey Marketing
Agency is currently using the model
farm concept which he describes as a
better system. We will be looking at
such an approach before our next COP
survey. But in the survey we are using
now, a distinct COP was developed
for each province and only the top 80
per cent of producers in terms of effi-
ciency were randomly sampled. The
survey is therefore biased towards the
more efficient producers deliberately.

On the Vos column, II
In response to last month's col-
umn, "Challenging the COP Formula"
by Adrian Vos:
I am mad as hell but I don't know
who to blame. I read Mr. Vos's col-
umn last month and I only got as far
as the first sentence in the third para-
graph when I got disgusted to the
point of exasperation and marched
straight over to the phone, called
Adrian Vos, and gave him a piece of
my mind.
In the article he stated that the
Consumers Association of Canada's
main objection to supply -managed
marketing boards is that the COP is
derived from the average COP of a
random number of farms in Canada,
thereby assuring that both efficient
and inefficient COPs are included.
Hog wash. The Ontario Milk
Marketing Board determines the price
paid to farmers by using the average
COP of the most efficient 70 per cent
of all dairy farmers. Futhermore,
dairy farmers are steadily improving
their efficiency and the COP formula
insures that the savings due to im-
