supply managed sectors will find any
lower costs for inputs factored into their
cost of production formulae.
The Ontario Retail Farm Equipment
Dealers Association (ORFEDA) is still
hoping to see farm equipment made tax
exempt, says president Ray Gilmore.
But the government "doesn't want to
open up that loophole."
ORFEDA, worried about the extra
book-keeping and money that will be
tied up under the tax system as pro-
posed, has also been meeting with fed-
eral representatives.
The changes could make life more
complicated for dealers. ORFEDA has
questions about how the transfer of
goods from dealer to dealer will be
handled. Will it be necessary, for ex-
ample, to tax an implement transferred
from dealer to dealer or from store to
store?
Don Edwards of Edward Fuels in
Huron County also has some questions
about the proposed tax. "I'm trying to
keep an open mind about it," he says,
"but I keep coming up with more nega-
tives than positives."
Under the new system, the nine per
cent tax will be added to fuel bills.
Currently, there is no tax on heating oil,
he says, and the taxes on gas and diesel
have been refundable for farm opera-
tions.
Farmers will still be able to claim
refunds, but small businesses may find
that won't be able to afford going with-
out a book-keeping service or auditor,
Edwards says.
"The paper burden is going to hit all
the little stores and businesses."
"We try to coach our customers on
various fuel taxes that are available
now," he adds, "But we still have a
number of people who don't claim them
back properly."
Raye-Anne Briscoe of the National
Farmer's Union concurs. The experi-
ence of rebates on provincial fuel taxes
in Ontario has shown the process is
slow, cumbersome, and costly, she says.
Will the government, she asks, rebate
only the tax paid by the farmer, or will it
also rebate interest to the farmer on what
amounts to a loan to the government?
"There are a multitude of problems
