plants in Canada are likely to be the
MNCs. This is certainly the case with
industrial patents, where over 90 per
cent of all Canadian patents are owned
abroad. The MNCs have the resources
and the experience to begin claiming
breeders' rights immediately and to
control the claims of less well -
endowed rivals.
Bill C-15, an act respecting PBR,
is now at second reading before par-
liament and shall soon go to commit-
tee. The 22 members of the GROW
coalition wish to make clear their
strong opposition to Bill C-15 from
many fronts. GROW, which joins
both the Liberal Party and the New
Democratic Party in their opposition,
represents farm, church, international
development, environment, and labour
organizations.
GROW members view the Con-
servative Party's persistent narrow
perspective on the issues surrounding
PBR as indicative of a very unfortu-
nate and limited understanding of
global environment and development,
and ethical issues. We stand firm in
our belief and experience, which tells
us PBR holds grave implications for
the Third World and the environment,
and for the very way "life" on this
planet will be regarded in the future.0
