"At slightly more than one per cent, the share of the budget allocated to the farm sector has dropped for the third straight year," she said. "In fact, budgeted expenditures for the coming year are $39 million less than in 1987-88." One area where cuts are being con- templated is obviously the Ontario Farm Tax Rebate program, and the budget mentioned that the program will be tar- geted to full-time farmers. "We're at a loss to know how the government will define a full-time farmer," Pyke says. "We have repeat- edly asked that we be consulted on any program changes and we again insist the province consult the OFA on this mat- ter." On the positive side of the ledger, the OFA welcomed a new five-year, $55 - million red -meat program for Ontario beef and lamb production. The OFA was also pleased to see the government meet its obligations under the Farm Start, Land Stewardship, To- bacco Redux, and Grape and Wine Adjustment programs. "We know there is a high level of interest in these programs among farm- ers," Pyke says. "Whether the money set aside will fully meet these needs remains an open question."0 PERTH MP CHAIRS AGRICULTURE COMMITTEE The House of Commons agriculture committee under the chairmanship of Harry Brightwell, MP for Perth -Wel- lington -Waterloo, is facing a number of complex issues during this session of parliament. Plant breeders rights, farm debt, and federal spending on agriculture will be high on the list. Brightwell was unanimously elected chairman of the committee for the 34th parliament of Canada. 0
