Grey County politicians chose to delete portions of the planning report that they didn't want the Ministry of Municipal Affairs to see. Deputy Planner Doug Parrish, who distributed copies of the full report to the press, was placed on an extended leave of absence; eventually he was dismissed and awarded a $65,000 settlement. Planner Ross Arthur, who worked with Parrish on the report, resigned from the department before Parrish did, citing problems with county council and personal reasons. Charles Watson, Jr. looks at these skirmishes as a red herring. County Council and the Grey County planning board directors had been feuding for more than two years over "a multitude of issues," he says. He had been told, he says, that the planners in Grey were "anti -development and kind of liked the status quo .... What I see is that we just brought the thing to a head. We were just the catalyst involved in their reservations." The outcome of the controversy is anyone's guess. Tim Farquhar of the CPEF says "It's very hard to tell what the feeling in the community is, because it is hard to get anyone to say anything about it." He adds that the CPEF does have the support of OMAF as well as the Normanby, Egremont, and Grey federations of agriculture. In terms of the people he talks to about the issue, Farquhar says, there appears to be a 50-50 split. Charles Watson, Jr. is ebullient by comparison: "The amount of people that are in support is astronomical." As for the as yet unscheduled Ontario Municipal Board hearing to assess the proposal, Watson says they're "anxiously awaiting it." He also wants it noted that it was not OMAF that recommended a referral to the Ontario Municipal Board. "I believe," he says, "that they feel they have a very weak case." That alleged "weak case" may be a sign of the times.
