Robert Jackson, a professor of politi- cal science at Carleton University in Ottawa, is one of the many who fear the fall -out from this fragmentation. Writing recently in the London Free Press, Jackson discusses Italy, where Prime Minister Giulio Andreotti is about to fall after a record 20 months in power - the 50th government in that country since the Second World War. Each has fallen after only 10 months, in a passing marked with a parade of scandals, political plots and high- decibal rhetoric. If Reform and Bloc Quebecois make sufficient inroads to cause a multi- party system with its ensuing turnover in governments, Canadian politics will be totally transformed. As has happened in the past in Canada histo- ry, the mainstream parties could steal some of the populist parties' platform, splinter them into competing factions and absorb them. With a neighbour to the south that has a two-party system, that's not a bad idea. But don't look for that to happen just yet.
