CFFO SUGGESTS
INSURANCE CHANGES
While cautioning against the use
of crop insurance as a form of price or
profit insurance, the Christian Farmers
Federation of Ontario has recommen-
ded that stabilization and deficiency
programs be linked to Ontario's crop
insurance program.
"We think it's possible to make
the program more effective without to-
tally re -thinking the present approach
to crop insurance," Bill Jongejan,
CFFO president, told the Crop Insur-
ance Review Committee during its last
week of public meetings in April.
"Producers should be able to col-
lect stabilization or deficiency pay-
ments on their guaranteed production,"
Jongejan said. "In this way the return
on insured crops, whether damaged or
not, will remain reasonable."
The federation rejected proposals to
allow separate farm coverage, noting
that it would give owners of multiple
properties advantages. "Just by having
their crop spread over a number of
properties they will have a much
greater opportunity to collect a pay-
out," Jongejan said.
The CFFO's brief expressed con-
cern that separate farm coverage would
influence management practices to the
detriment of family farm agriculture.
The brief also proposed:
• a price option that relates only to
major natural disasters,
• average farm yields that more closely
match current production patterns —
the brief proposed leaving out the
lowest year from the currently used 10 -
year average,
• coverage increases for commodities
that experience a natural weather vari-
ability of less than 20 per cent — the
brief argues that some commodities
experience fewer impacts from normal
weather changes,
• an insurance price option to guar-
antee cash production costs — in
times of severely depressed market
prices, the brief noted, this approach
might provide some protection of
income, although this is as far as such
protection should go,
• substantial premium discounts for
producers with a very low claim
history.0
