MINUTES OF HCFA MEMBERS' MEETING, February 11
President Paul Klopp welcomed
everyone to the meeting. Minutes of
the last meeting were passed as printed
on a motion by Gary Love, seconded
by Jim McIntosh. Carried.
Paul announced the Appreciation
Night for Tony McQuail and Steve
Thompson on February 27 at the
White Carnation in Holmesville.
Tickets were $15 per person for the
meal and gift, and available from Jim
McIntosh. The night was a show of
appreciation to Tony and Steve for
their work on the Hydro line hearings.
Guest speaker Larry Ryder, a
lawyer from Port Elgin, was intro-
duced by the program chairman, Chris
Palmer. Mr. Ryder is presently
working on the Debt Review Board
and has been dealing with creditors and
farmers for the past six years. The
intent of this board is to facilitate
arrangements between creditors and
farmers. In Ontario, there is one
chairman, George McLaughlan, plus
10 board members. To start the
process, a field representative visits the
farmer. He is followed by a panel of
three persons on a visit to further
pursue solutions to the problems.
Section 20 defines the period of at
least 120 days during which creditors
cannot seize any assets from the
farmer. Debt -review personnel are in a
neutral position, not on the farmer's
side, as some people surmise.
A "guardian" will be appointed for
each situation (usually the farmer) to
maintain the "status quo" for 120 days.

a lengthy discussion followed. Mr.
Ryder was thanked and presented with
a memento by Brad Thomson.

us about the HELPLINE service
available through the OMAF office.

had 1,600 calls, 50 per cent of which
have been from Huron, Grey, and
Bruce counties, and 50 per cent of
which were for cash -crop information.
Of the calls, 70 were from Huron
County farmers. OMAF usually sends
out a field person or an advisor to look
at the individual situations.
Crop Insurance Proposal
John Van Beers reported that the
HCFA Crop Insurance Committee had
a proposal ready for presentation at the
hearing in Stratford on February 26.
Three members of our committee
attended to present it.
New Business
Brenda Ward presented information
on the Farm Information Centre. A
kick-off dinner will be held on March
9 at the Wingham Legion at 6:30.
Tickets are available from Brenda,
Murray Gaunt, John Underwood, or
Doug Walker.
The speakers will be Charlie
Gracey from the Canadian cattlemen;
Terry Daynard, Ontario Corn Com-
mittee; Dave Adams, Canadian Meat
Council; and John Core, vice-chairman
of the Ontario Milk Marketing Board.
The topic will be the free trade
debate. The event will be held in
conjunction with the University of
Guelph and OMAF. Displays will be
set up for visitors.

by Walter Elliott and seconded by Nico
