is found, said one farmer at the
Kingsbridge meeting, "We're going
to lose all the things we have needed.
The public will get sick of them."
There is almost as much
frustration among local political
leaders as among the public.
Municipal bylaws have been put in
place requiring large livestock
operations to have a Nutrient
Management Plan in place before a
building permit is issued, but
municipal leaders feel they don't
have the tools to deal with operators
who might not live up to their plans.
Despite assurance on a local radio
talk show from Ernie Hardeman,
Ontario's Minister of Agriculture,
Food and Rural Affairs, that
municipalities have the power they
need to solve the problem, Bruce
County Warden Milt McIver says it
isn't so.
"Contrary to what everybody else
has told you, we do not have
legislative authority to regulate
nutrient management," McIver said
in announcing that Bruce County
officials were seeking a meeting with
provincial officials from the MOE,
OMAFRA and Municipal Affairs. "If
they (the province) want us to be the
caretaker of it, they have to give us
the tools to keep the house clean."
And perhaps as importantly, the
general public has no faith in
the NMP system. "Who is
serving time for breaking a Nutrient
Management Plan?" one speaker at
the Kingsbridge meeting said.
Speaking at the same meeting,
Bradshaw said Ontario Pork feels all
municipalities should adopt NMP
bylaws and the provincial
government should produce
legislation to allow municipalities to
enforce those plans.
Wayne Caldwell, senior planner
with the Huron County Planning
Department who helped draft Huron
County's model NMP bylaw and has
written published papers on large
livestock operations feels legislation
to give municipalities more power is
probably on the way. A working
group at the provincial level has been
looking at the issue, he says.
"I hope that legislation is targeted
so we can deal with the real issues,"
Caldwell says, worrying that it may
be a shotgun approach that covers all
farmers rather than dealing with the
specifics of large operations.
