permission unless they stay on their
toes, says Anders. While the Ministry
allows a 30 to 60 day period for
comment on applications, unless
people chcck the Environmental Bill
of Rights website on the internet,
they maynever know about the
application until it's too late.
Then there's the matter of
jurisdiction. While local
people may be most affected
by the export of water, there is
virtually no way for a municipality to
have any control. There is no local
benefit from water -taking operations,
the Grey and Bruce County
Federations of Agriculture pointed
out to local Members of Parliament
earlier this spring — no royalties to
municipalities though they may have
to pick up the expense of road repairs
required by heavy truckloads of
watcr leaving the arca.

Bonwick wants the federal
government to take a role of some
kind to ensure provincial bodies
don't lose sight of the fact that
decisions they make can have a
significant impact on the role of
