under your jurisdiction, has set the
rules," he told Fisher.
Fisher said she felt there should be
an investigation through the
Competition Act of the recent price
collapse in the pork industry. "I feel
it is likely it was infringed," she said.
As well as the pork situation,
Kelly complained to Calder about
problems with the recent whole farm
disaster program, particularly on a
funding cap for the entire program. If
the claims arc bigger than the money
available it amounts to the
government saying "we'll pay only
part of your disaster," Kelly said.
He also criticized the decision that
negative margins are not considered.
"I can't believe it wouldn't be
considered a disaster," he said.
But Calder argued there was no
way the government could cover tisk
management by covering negative
margins.
He also said the World Trade
Organization rules say that income -
based programs can not cover more
than 70 per cent of income and since
government already contributes to
NISA, the government must subtract
income that could be received from
NISA to help cover losses. "We
couldn't undermine programs that are
already there," he said. He argued
that if a farmer was eligible to get a
$20,000 payout from NISA but the
aid program gave him a full $20,000
"why would he put money into
NISA?"
On the funding cap, Fisher said
the province has already said "if
there's a shortfall at the provincial
level we would entertain increasing
the funding".
The plight of rural young people
was also on the minds of questioners
at the meeting. Grey County
Federation President Bob Rodger
complained to Fisher about Ontario
government plans to test cars for
exhaust emissions. In rural areas, he
said, the working poor and young
people need cars to get to work and
can't afford to buy cars new enough
to meet the standards or have them
repaired to meet emission standards.
He estimated it would cost $2,000 a
year to keep a car repaired to meet
